This report recommends that the city council approv~ ~nd
authorize the Mayor to execute an aqreement with T. W. Eisenman
in the amount of $300,772.63 to design, build, test, deliver,
install, and commission a High Pressure Fluia-Filled Cable system
Pumpinq Plant. In addition, staff recommends that Council
authorize the City Manager or his designee t~ negotiate and
execute one or more change orders to the agreement to cover
additi~nal related but unforeseen work which may develop during
the course of the project. The value of th~se change orders
shall not exceed $30,000.00. The Capital Improvement Program for
FY 1591-92 includes funds for this project.
Backgrqund
In the 1990-95 Capital Improvement Program the Third 60kV
Underground Circuit project was proposed and approved by Council.
This four-year $5,300,000 project would install an additional
60,000 Volt (60kV) unde~ground cable to support the two existing
high-pressure fluid-filled (HPFF) 60kV undergound cables
installed in 1968 and 1972~ The tvo existing HPFF cables
transport over 65 percent of the electricity used in Palo Alto,
are approaching their safe loading limits ana, under emergency
conditions, are req~ired to carry more than their rated capacity.
The proposed project would have installed a third 60kV cable from
the Colorado Substation near Highway 101 to the Park Boulevard
SWitching station and continue on to the Hanovar and HanS9n Way
Substations in t.~e Stanford Industrial Park~
A study was conducted in 1990 by SA! Engineers, Santa Clara, to
evaluate the 60kV subtransmission system. The results of that
study indicated that a series of ·strengthening" actions, if
taken, could postpone the need for the $5,300,000 third 60kV
circu1t~ ~he strengthening actions ~ould allo~ us to make better
use of the existing 60kV system. The strengthening actions

includ.ed: replacement of some 5DkV switches, cha.nges to
protective e~~ip.ent, an in~rared survey of the 60kV lines t~
locate overloaded components, re?l~cement of overloaded and
undar.siz~ components, shifting load between substations, and
installation of a redundant oil pressurization and pumping plarlt
for the HPFF c~ble sYGtem.
Total c·ost of the strell9thening actions .... as estimated to be
$600,O~0~ Because the strengthening actions would postpone the
need for the third underqound cable, the strengthening actions
'War-a funded from the approve.d Third 60kV underground Cir-cui t
Capital Improvement Project. Unneeded funding has been r~turned
to Utility reserves. A study of the subtransmission system to be
con~ucted over the next six menths will r-eevaluate the need for
the third 60kV circuit. If the study recommends the thir~
circuit be reconsidered, a ney capital Improvement Project will
be d~veloped and proposed for the 1993-9< Capital Improvement
Program ..
Several of the recommended strengthening actions have been
implemented. On February 7, 1991, Council approved an agreement
(ref. CMR:141:91) with Po~er Technologies, Inc. for consulting
and enqineering services for the Pumping and Pressurization Plant
for the High-Pressure Fluid-Filled (HPFF) cable system. The new
pumping and pressurization plant will increase the reliability of
the 60,000 volt (60kV) sUbtrar,smission system by providing a
back-up to the 24 year old pu~ping plant installed at the Park
Boulevard switchinq Station. The new plant will also allow some
limited oil circulation, which will increase emerqency
overloading capability of the &xistinq HPFF cable system.

On June 23, 1992, bids were re~ived from tvo qualified

&~e to the specialized nature of this type of equipment, staff
found only tw~ contra~tcr-s (Pirelli and Mac Products) with the
expertise needed to design and construct the pumping plant~ T.W.
Eisenman's bia includes furnishing the Mac Products p1~nt.
Staff recommends awarding the contract to T.W~ Eisenman because
their p~ice was lowest, they did not take any siqnificant
exceptions to the specifications and they were given positive
references. The engineer's estimate for this pumping plant was
$300,000.

Funding
As discussed above, funds from the approved capital Improvement
Program Utility Project entitled -Third 6CkV Cnderqround Circuit
are beinq used for this proje~t.
