In addition, staff recommends that Council authorize the City Manager or his designee to execute one or more change orders to the contract with Robison-Prezioso, Inco~rated for additional related but untoreseen ~ork. The value of these chanqe orders shall not exceed $14,736.00. Funds for this project have been carried forward from the FY 1988-89 capital Improvement Program budget for ~ater reservoir improvements~ Background In June 19!8, Council tunde~ the Water Reservoir Improvements as part of the FY 88/89 Capital Improvement program. ~he Dahl Reservoir is the first of four steel water tanks that will require interior and exterior recoatir~ and repainting~ The other three reservoirs, Park, Corte Ka~era anc Montebello, are also in need of interior and exterior coating and painting repairs ~ In order to provide the ti&ne for each reservoir "t.o be out of service a schedule has been developed that ~ill allow cO'DIp.1etio!1 of the painting of these reservoirs by FV 1994-95. CIO .. ,,5,91 o Project Description Dahl Reservoir is a one million gallon water storage reservoir located in the City of Palo Alto foothills and ~as constructed by Pittsburgh -Demones Steel company in 1954. The propcsed work includes field application of protective coatings of the interior and exterior surfaces and other ~ork necessary to accomplish the approved end result of a totally protectad and usable structure~ When the Finance and Public Works Committee condUcted its anrlual project review, this project ~as not selected by the committee for furthe.r-review-or participation in selecting the contractor. staff selected Robison-prezioso, Inc., based upon the contractor's qualifications, experience, recently co~pleted projects and low bid price for the project. Staff will require consulting services for quality assurance inspection for interior recoating and exterior repainting of the Dahl Reservoir~ A short fo~~ contract agreement will be initiated tor these services~ Environmental Impact Assess~ent This project has been determined to be categorically exempt from CEQA require~~nts~ Architgctural R~view Board_ At the September 5, 1991. ARB meeting, the Utilities Department presented color samples from ~hich the Soard ~as asked to select one or more colors for repainting the four water reservoirs. The Bo~rc selected two colors, padmount Green for Dahl, Park, corte Xadera Reservoirs and cypress for the Montebello Reservoir. Bid Evaluation The project ~as sent out for compe~itive bid. Bids ~ere received from two qualified bidders on September 24, 1991, as indicated on the atta~~ed bid summary. U~ing the add alternate$ the bids ranqed fro~ a la_ of $122,800. to a high of $172,907. ~he engineer's estimate is $127,000. staff finds the low bidde~ to be qualified to perform the work. Becommendation Staff recommends that Council: 1. Authorize the Mayor to execute a contract ~ith Rcbison­ prezioao, Inc., in the amount of ~122,800. for the interior coating and exterior painting of Dahl Reservoi~. 2. Authorize the city Manager or his designee to negotiate and execute one or more change orders to the cont~act with Robison-Prezioso, Inc., the value of ~hich change orders shall not exceed $14,736.
