Contract for wastewater Col1ecti~n Sy~~m Augmentation Project
Phase I
Members of the Council:
Report in Brief
This report requests that Council a.ard a contract in the amount of
$273,372. to EMSCO of San Francisco for waste'Water collection
system augmentation on Kinglsey Avenue~ from Webster street to
Middlefield Road; the intersection of Channing AvenUe and Lincoln
Avenue; the intersection of Channin~ Avenue and Ne~ell Road; st.
Francis Drive, from Embarca~ero Road to Channing Avenue; and Fabian
Way at East Meadow Drive. In addition, staff recommends that
Council authorize the city Manager or his designee to execute one
or more change orders to the contract with EMSCO of San Francisco
for additional related but unforeseen work. The value of these
change orders shall not exceed $27,337. Funds for this project
have been carried forward from the FY 91/92 Capital Improvement
Program budget for wastewater collection syst~m augmentation.
Backgroyn d
In 1989, Camp Dresser' McKee completed a master plan study of Palo
Alto's entire sanitary sewer collection system. This study took
into account the groundwater infiltration and rainfall-dependent
infiltration/inflow studies conducted in 1982 by CH2M HilL The
master plan study indicated certair! facilities are in need of
capacity relief, to handle increased use and peak wastewater flow,
and recommended improvements to correct these deficiencies. The
proposed project is part of this augmentation work.
Prgject nescription
The proposed project ~ill install 1,637 linear feet of new
~astewater mains in various locations throughout the City, as shown
on the attached map.

Bid Eyaluation
The project was sent out for competitive bid. Bids ~e~e received
frOID six qualified bidders on September 24, 1991, as indicated on
the at~ached bid summary. The bids rang~d from a low of $273,312
~o a high of $417,198. The estimat~ of our engineer was
$396,343.50
The lowest r~sponsible bidd~r was EMSCO of San Francisco~ Statf
finds the low bidder to be qualified to perform the work.

Staff recommends that Council:
1. Authorize the Mayor to executa a con~ract with EMSCO of San
Francis-co, in tl1e e.mount of $213~ 172 for the Waste'Jater
Collection system Augmentation project Phase I; and
2. Authorize the city Manager or his designee to negotiate and
execute one or more change orders to the constructin contract
with EMSCO of San Frarlcisco, the value of which change orders
shall not exceed $27,3~7.

insu<ance, incIudng any workers' compensation insurance required by the laws of the
State of CaI~omia or otherwise required in said specifications.
