Funding is available in elP 19001 (,rank Removal Cleanup) and CIP 19101 (Tank Investigation and Removal), The issue of cost sharing is currently under discussion with santa Clara county. ~ck:grollnd In 1987, Council approved eIP 87-03 as part of the City's Capital Improvement Program~ The project scope includes removal of underground fuel storage tanks on Ci ty prop~rty to comply 'lid th the City's hazardous material model ordinance~ rn 1989, council appraved Agre'£',ment No. C-S9292 with Erncon Associates to provide technical assistance to staff on tank reIr.OVa15~ The follol<{ill9 is a discussion of the two additional items of work addressed in the attached amendment to that agreement. Palo ~lto ~irport Sit$ In 1988, as part of the CIP 87-03 Tank. Rsmoval Project, three underground tanks were removed [rom the Fd10 Alto Airport site. During the removal process, it. was discoveL-ed that some waste oil had leaked from the old, abandoned fuel tanks. The contaminated soils from the site 'Were removed and treated utilizing -1- CKR:457:91 • \ " 3 ; bioremedoiation techniques. As part of the original scope of ..... ork~ monitoring ""ells "W'ere installed and soil and ..... ater testing ... as performed by Emcon Associates to identify the full extent and concentration of contamination. In August, staff and consultants met ~ith Santa clara Valley Water District (SCVIllO) Water Protection. st!!!!!! to prese~t the summary and conclusions of various technical and quarterly monitoring reports relating to the P~lo Alto Airport tank site. The content of these reports was di3cussed and it was agreed that the city could proceed with ~ risk analysis to determine the potential adverse impacts of not actively remediating the groundwater at this sit~. This approach \lias possible because the concentrations of hydrocarbons are relatively low' and the plume is no ... defined in area.. If the risk analysis is found to be satisfactory, it yill become the b~gis for possible case closure. Staff believes th~ sewD 'Will look favorably at the results of a comprehensive and thorough risk analysis. A description of the risk analysis to be prepared by the consultant is included in the attached amendment. The scope of work for the Civic Cenler will therefore include the sampling and analysis (by the methods accepled by the Departman1 of Hearth Services in the Leak­ ing Undergrouna Fuel Tank Field Manua., of the specified wen. Sampnng and analytical procedures will be described in the closure report for the .ne. The anal,1ical results and Ihe certified analyt'cal reports (CARs) wm also be included in the report.
