Tree and Stunp Re:rr,Qval -Award of Contract
Members of the Council:
Report in Brief
This report recommends that Council ~ward a contract for tree and
stump removal to Arbor care, a Division of Environmental Care, Inc.
in an amount not to exceed $100,000. Funds have been budgeted in
the Public Works Department Operations Division FY 1991-92
operating budget.
Discussicr~
This contract covers ~emoval of dead, dying and hazardous trees and
stumps throughout the city. During the contract period, staff will
direct the contractor to remove a total of approximately 400 trees
citfWide. Staff has identified 44 trees tor removal (List 1). Up
to 355 additional trees will be designated for removal during the
contract period. The eost to remove all of these trees ~ill nQt
exceed $100,000.
Bids were based on the removal of the 44 trees. The quantities of
trees in each diameter and height cateqory comp~ising List 1 are
proponionate to those from last fiscal yearls contract. Staff
used the amount bid for the first list, added to the product of a
crew hourly rate for 100. ere ... hOllrs~ t.o determine. t.he lo ..... est
responsible bid. Bids "'ere received from three qualif ied
contractors as shown on the attached summary. Staff recommends
that the bid of $12,924.69~ for the first list and the 100 crew
hours submitted by Arbor Care, a Division of Environmental care,
Inc. be determined by council to be the lowest responsible bid and
that the contract be awarded accordingly.
Bidders also ~ere required to submit costs for removal of trees of
varying diameters and heights (Schedule AI attached). Schedule A
~ill be used to determine the costs for removal of the additional
trees, which ... 0111 be identified during tho;, contract period. The
cost will not exceed $100,000, including the $12,924.69 bid for
List 1.

Due to five years of dt"ought and a severe December 1990 freeze~
approximately 450 trees were removed in the FY 1990-91 r~moval
contract~ Staff anticipates that this rate of tree deatr.s will
continue through next spring. If additional City trees C!re
identified that require removal, staff will return to Council to
request additional funds.

Staff recommends that City Council approve and authorize the Mayor
to execute the attached contract with Arbor Care, a Division of
Environmental care, Inc. in an amount not to exceed $100,000 for
tree and stump removal.

No payment~ partial payrnen~, acceptance, or partial acceptance by City shall operate
as waiver on the part of City of any of its rights under !hfS contract.
Contractor agrees to permit CITY to audit, at any reasonable time during the term of
this Agreement and for three (3) years thereaner, Contractor's records pertaining to
maners cov.ered by this Agreement. Contractor further agrees to maintain such
records for at least three (3) years after the term of this Agreer.1ent.
