The CUbberle}" Master Plan was approved by Council on May 16. 1991. The Use Permit for CUbberley is no. in place. and staff is prepared to proceed further with the vae-iolls aspects of --c.he project~ This report outlines the activities scheduled to occur during thd current fiscal year. BACKGROUND Plans for the development of the site are taking place. The leasing and rental program and the code and condition repairs previously described to council are rEady t·, begin, and the City' 5 Training Center has been completed and i3 being used. A community-wide nonprofit group for promoting Cubberley funding in the private sector is in the formative stages. and a plan for fundraising is being developed. )Q.STER PLAN The Master Plan document is being revised by the consultant to reflect the changes approved by the city council. This document will then be available for use as ~e proceed with fundraising for capital improvements at the site. CODE AND COND~TZON REPAIRS At the beginning of the 1991-92 fiscal year, $40.6,000 is available and is designated for "code required" r€pa~rs. Staff will recommend to Council that some needed roof replacement be included in the first round of repairs. Structural repairs and roof replacement for Building J. lONE CHANGE N!D CO}lDITIO~L ____ USE PERMIT The Conditional Use Permit for the Phase 1 Implementation Plan has been issued. On September 23, 1991. Council unanimously approved the zone change to include the Sit~ and Design overlay district at CUbberley. council approval included the recommendation of the Planning Commission that all parking lot, landscaping and field r-enovation changes should be considered major site and design applications, even those in the Phase 1 Implementatlorl Plan. ~TE~RING COnKITTEE Due to the complexity ~f this project, a staff Steering Committee has been created to ccordinate the City's efforts. That committee is composed of representatives from Planning, Public works, Finance, community Services and the City Manager's Office. This group will meet monthly in order to shar~ ideas and Jceep the project moving in the proper direction. VJSUAL ARTISTS AND DANCERS In accordance ~ith the Master Plan vision of a community center which reflects the needs of the publiCr space has been aesignated at CUbberley for visual artists and dancers. The details of the artists' leases ~re discussed in CMR: 445:91, which is also in this council packet. Three wings have been desiqnat~d as artist space. Fifteen artists are ~lready in place and ~orking in two yings. staff will select additional ne'" arti:sts from an existing pre-C'IIppI'oved list to fill rooms in the remaining "'inq as the s;:.ace becomes available. The L­ wing has been designated as dance space. Staff plans to lease this space to a nonprofit cooperative dance group that will occupy room L-3 in January 1992 and L-4 3nd L-5 as funds and demand increase. The intention is to encourage and provide an opportunity for visual artists, fine art dancers and choreographers t~ work in an environmsnt conducive to their grovth as artists and to establish a center for visual artists and dance artists to support one anoth~r, to collaborate and to exchange ideas. 'ONDBAISING Subsequent to the City Council's approval of the Master Plan, representatives of various user groups who are interested in seeing improvements at the Cubberley site have been m~eting to design a fundraising prc.gram. At the same time, a group is pursuing the creation of a nonprofit foundation .. hich will serve as the fundraising arm for the CUbberley project. They hope to have that organization in existence by this fall. This new four.dation vould be composed of represen.tatives from the community and the various user groups, with City staff servinq in an advisory capacity. Their purpose would be to raise money for the development of the Cubberley co~unity Center, in accordance ~ith the Master Plan and above end beyond the necessary code and condition repairs. They 'Would increase the visibility of the project ~nd keep the community informed of their proqress~ Another long-term goal for this new foundation is to eventually take on the daily ope~ations of the Cubberley facility, but this is a huge responsibility and should not be undertaken until the foundation has proved its strength vith a successful capital fundraising effort. Under this arrangement, the CUbberley COllln'11lnity Center would be an independent cost center, organized under the :auspices of a cOIMlI"mity nonprofit group ..... hien ..... ould advise staff on the facility operations and policies and spearhead the capit.al fundraising effcrts needed to modify the facility~ The CI!R:453:9l. • Paqe Four City's financial and operational responsibility for the project would be limited, and the facility would truly belong to the people.
