Members of the Council: The purpose of this report i~ to inform Council of a recent chanqe in the contractor for project Mobility wheelchair accessible van service. This is iHI information report; no Council actio:1 is re~uired at this time~ In late August, representatives of 911 Emergency Se~~ices, Inc. ,"gIla) of Modesto, the contractor authorized to provide Project Mobility van service in 1991-92, informed city staff that the company was selling its wheelchair division to Hedicar Ambulance Co. of San Jose. The effective date for the transfer of ownership ~as subsequently set for 12:00 a.n. on Tuesday, September 24th~ Medicar offered to assume the Proj eet Mobility van service contrac.t from 911 for the duration of the contract period, per the conditions and te~ms approved by Council at the time of the initial award of contract in July~ Medicar is an established ambulance and "'heel chair van transportation provider in the San Jose area. Medicar currently operates 24 accessible vans, and has contracts with the Pale Alto VA Hospital and several other large hospitals in the San Jose area. Medicar has purchased 14 vans from 911 Emer9~ncy Services~ hired existing 911 drivers, and acquired their local base of operations in Mountain Vi eli • Hedicar plans to continUE: to operate these vehicles in the Palo Alto area and has established a local dispatch office for calls coming from the north county. The Proj eet Mobility agreement :for van service provides for thE! assignment of the agreement with the consent of the City. In ordar to consider as.signment of the agreement, staff requested that Medicar agree in ~riting to the existing terms of the agreement CMR 450:91 • (see attached letters) and furr.ish proof of ir.:surance that is acceptable to the City. Medicar h~s co~plied ~ith these requests to the satisfaction ot t,he city Attorney a.nd city Manager. Consequently, staff authorized the assignment of the contractr and Hedicar initiate~ service on Tuesday, Septen~er 24th. The transition in operations has been acco~plished without disruption ot serJice to our riders and without any other difficulties. Staft will continue to monitor Medicar 7 s performance to assure that Project Mobility van service 1s provicled in compliance 'With the contract require~ents. OUr Board of Directors has decided to focus our resources on the Bay Area ambulance and critical care transport market. As a result of this decisi.on., .,.,.e have oPened escrow on the sale of our Santa Clara Wheelchair Division to the Kedicar Ambulance Company of San Jose. We expect to close escrow and complete the sale by Friday September 6, 1991. under the te~s of the sale, Kedicar has agreed to assume all of our current wheelchair and paratransit contracts in Santa Clara county, including project Mobility. We anticipate no change in the level of service since they are purchasing all 14 of our vehicles and hiring all of our transport staff to service your contract.
