HomeMy WebLinkAbout0342.092L o July 23, 1992 THE HONORABLE CITY COUnCIL Palo Alto, Ca. s Contract _for Pag~ Mill Road Line Extension and Pole R2plac~~ent Members of the Cuuncil: This report recommends that Council award a constr~ction contract in the amount of $52,839 to Dolstr~ Electric for the replacement of decayed poles, installation of overhead conductors and associated work in the a~ea of Page Mill Road and Monte Bello Road. In addition, staff recommends that c'Ouncil authoriz;e the city Manager or ~is designee to neqotiate and execute one or more change orders to the contract, the value of ~hich shall not exceed $6 /500, to cover additional related but unforeseen work which may ~evelop durinq the project. Funds for this project are available in the FY 92-93 Electric Fund CIP, OVl!rhe.ad Extensions and ReplacelDents ProjectG Background In November 1991, the owners of their property at 4201 Page Mill Road (near the intersection of page Mill Road and ~onte sello Read) advised the City of their intention to significantly remodel the house. The house will be much larger, and the planned electrical use required conversion of the electrical service from single-phase residential-type service to a larger three-phase commercial-type service. Because onlY single-phase service was available at the property I the single-phase system requires upgrading to t_hree­ phase. This is accomplished by adding an additional conductor to the system (two wires to three wires). Approximately 1700 feet of additional wire is required. A field investigation found that several of the ... ·000 power poles involved wer-e severely decayed. This presents an unsafe. condition, and installation of the additional ~ire is not possible without ClOt: 342: 92 ,_J 'I .. , !"-' - replacement ot the decayed poles. This finding ~as confirmed by revie'ii of the results from the 19~1 wocd pole testing progra1I' conducted by Osmose wood preserving. A further investigation found many of the 'Wood poles providing service to the customers atop Black Kcu..'>ltain, along Monte Bello p.oad, to be in a similar severely deteriorated state. CUstomers sen'oed by this lir.e include the Federal Aviatio;1 A.dministration, Ford Aerospace, Hewlett-Packard, santa Clara county Transit, city of Palo Alto Emergency servlc~s Radio Remote and Heritage Cable T.V. Several options were considered. Relocating a portion c·f the polllo°er line to Paqe Mill Road, to eliminate sevpral sections with poor accessibility, 'Was considered. but concerns expressed by t.he Mi'i­ Peninsula Open Space District and property owners caused this option to be abandoned. Undergrounding of sections or all of the line was considered but rejected, due to the 5iqnificant costs involved and the City's inability to recover any of these costs from the small a~ount of power sales involved. Local residents, Pacific Gas & Electric (co-occupant '"dth the city or. several poles), and the Open Space District were met 'With and options explored. The most economical and generally acceptable solution is to replace the existing poles in their existing locations. The rebuilt line should have a 30 year life, improve serJice reliability to the customers in the Foothills, and lessen the fire hazard from the deteriorated line. staff decided to release this 'Work, pole replacement and "'ire installation, to contract because of the heavy workload of City overhead line crews in conjunction with the underq=ound conversion projects and 4kv-to-12xV conversion ~ork in progress. Specifications ancJ drawings for the work were developed and released for competitive bids. Bid EValuation Fol1o~ing design completion, six contractors visited the job site. Four bids were received. Dolstra Electric is the lowest bidde~ at $52,839, as shown in the tabulation of bids attached. The Engineerls estimate for this work is $69,600. Staff conducted reference checks for the contractor and subcontractors and responses were favorable.
