Report in Brief
This informational report discu5ses the status of the Alma
street/Meadow Drive Improvement project and advises cou:r..cil of
federal funding and approval problams that affect the installation
of several planned improvements. No Council action is required.
Discuzsion
On ~uly 22, 19~1, Council received a report describing the scope
and timing of the Alma/MeadoW" Improvement ProjEct. The report
stated that 'Work would be accomplished on a three-phased schedule
as quickly as possible (CMR 3S5:91J.
Phase I 'Was completed prior to the start of school (September 4,
1991-), and included the installation of nine handicap ramps, one
median opening, and ney bike and traffic lane striping. Phase II
was to be accomplished by City contract and southern Pacific (SP).
The City portion of the Phase II ~o~k is currently out to bid. It
includes resurfacing, striping, new traffic signals, median
modifications, and a bus turnout. The contract will be brought to
council for apprcval in mid-october 1991, and "'jork completed prior
to mid-December 1~91.
SP's Phase II improvements include a rubberized crossing and track
and bedding improvements. These improvements "Were planned for
completion within three months after the start of school. SP has
complete responsibility for Phase III~ 'Which includes neW" vehicular
ga.tes, pedestrian gates and ca.ntilevered signals. Planned
completion ~as 3 to 18 months after the Etart of school; however,
funding and approval problems have occurred. Ninety percent of the
cost of the SP Phase II and Phase III improvements ~as to be paid
by the Federal Program 130 fund$. Thase funds !"lay now' be depleted.
In addition, the PUC no longer allows the installation of
pedestrian qates at crossings throughout the state. Staff does not
intend to pUrS\le the installation of pedestrian gates any further
with SP or puc.

When staff retvrns to Council tor the award of the construction
contract any new information regarding funding will be presented.
