REPORT IN BRIEF
The purpose of this staff repcrt is to recommend that the city
Council take the :following actions relat~d to the implementation of
the Bryant street Bicycle Boulevard EKtension Project:
a~ Approve and authorize the Mayor to execute the attached
contract (Attachment 1) in the amount of $ 81,524, ~ith
Steiny and compeny ~ Inc. for the installation of a
traffic signal at Bryant Street and Embarcadero Road, and
modifi cations on fO\J.r other streets, and authorize staff
to execute one or more change orders to the contract in
an amount not to exceed $ 8,200:

On December 2, 1991~ the City Council approved a plan for the
extension ot the Bryant Street Bicycle Boulevard and directed 5t.aff
to proceed with the necessary steps for implementation. The
Council approved plan, illustrated in Figure 1, includes ~
provision for the installation of a temporary street closure, on
Bryant Street, on a test basis~ Staff is to eva!u~te the effects of
the 5treet closure after six months and return the :matter to
Council for furt~er action regarding the disposition (removal or
permanent installation) of tt.e street closure.

One component of the approved Bicycle Boulevard ExtensioTl
proj ect included the t"llcwinq changes along Waverley
Street: (i) ::-emoval of marked bike lanes and signinq,
(ii) r~storation of on-street parking, and {iii) conver
sion fro~ parallel to diagonal parking in the downtown
area. i'he total estimated cost was $ 36}000.
Waverley Street is tentatively scheduled to be resurfa.ced
durinq the summer of 1993 (subject to completion of gas
main 'Work scheduled for 1992) and all of the above
changes can be implemented as part of the street
resurfacing project~ at little or no addlticnal cost.
Since the effects of dl!.laying the planned changes to
Waverle:,.' Street arE>, of little consequence, the proposed
changes are not inCluded in the current construction
contract, and 'Will instead be included e;s part of a
general street resurfacing p~oject in 1993.
b. Installation of Temporary street Closure
As part of the approved plan, council directed that a
temporary st~eet closure be included on Bryant Street.
The project budget inclUded an estimated cost of $3,000
for installation of a temporary street closure, and
$12,000 for the possible futUre installation of a
permanent street closure.
Due to the simple nature of a temporary street closure
(vis-a-vis a permanent street closure), it is more cost
effective for City staff to do the necessary 'Work, rather
than including it as part of the current construction
contact. Therefore~ the installation of the te~porary
s~reet closure 'Will :be done by Public Works staff, while
the possible future installation of a permanent street
closure would be done under a separate future
construction ~ontract.
c. Pre-Orderin~ of Selected Equipment
CMR:323:92
Normally f contractors do not stock such items as the
traffic siqnal controller z cabinet and poles that !Ire
required for this type of project. Furthermore, it takes
90 days or maLe to secure and test a controller, once an
oroer is placed, follOwing the a~ard of a contract. In
order to avoid this lengthy delay~ staff pre-ordered the
major traffic signal equipment for this project, .rith the
v.nderstanding that the equipment -will :be provided to the
contractor for installation. The pre-ordered equipment

is never implemented, the equipment that has been pre
ordered can readi ly be used in normal on-going

consideration. The estimated cost, were the contractor

d. Traffic Signal Tnterconnection
At the time that this project was first incorporated into
the Cit)"s Capital Improvement P::-ogram j the budget
included a sum of $24 1 000 for interconnecting this new
signal with t_he existing traffic signal at Waverley
street and Emba:-cade:-o Road, as 'wI'el! as the citywide
traffic signal monitoring and control system in operatio~
at t~e Municipal Service Center.
Installation of the necessary co-axial cable to 1 ink this
new signal into the city ... ide syste!jl and the ~'averley
street signal was completed in FY 90-91, as part of a
project that included four extens;'ons of the city's co
axial cazle system. Therefore, this component of work is
not included within the scope of the construction
contract currently under consideration.
AWARD OF CONSTRUCTION CONTRACT
The 5cope 0 of Work for this construction c~ntract includes the
followir.9:
a. Traffic signal installation, including pedestrian signal
indicators and buttons j
b. Traffic channelization islands a~d handiCapped ramps,
c~ Striping for crossvalks and turning pock~tSt
e. Removal and in6t~llation of various 5igns~ and
f. Removal and installation of bicycle lane mdrkings.
The plans and specifications were reviewed and approved by the
appropriate city departments. In addition, the plans were reviewed
by the Palo Alto Bicycle Advisory COTIl!:1ittee, including a. field test
of the proposed channelization islands an Bryant Street at
Embarcadero Ro~d, and the Committee's comments have been
incorporated into the design of the project.

Following the completion of the plans. specifications. and bid
documents, the project was advertised on May 26, t992. A pre-bjd
conferen~e was held on June 9, 1992 and the deadline for submitting
fOrJllal bids was June 16, 1992~ Bids -..rel:·e received from five
q'oJalif;ed contractors, as she-.wn or. thp. Bid Summary Sheet
(Attachment 5). Staff recommends that the bid of $81 1 524,
submitted by Steiny and. Company, Inc., be determined to be the
lowest responsibls bid, and that the contract be a~arded
accordingly. This bid is 36 percent below the engineer 1 s estim~te
of H>a,ooo.
PROJECT COSTS
The total project, as approved by COllncil, \o.'as estimated to cost
$243,000. Based upon the actual contract bid amount of S81,5~4, as
wall as the adjustments discussed in a previous section, the total
project cost is no~ estimated to be $148/724, including $12,000 for
a possible future permanent s~reet closure.

Traffic Signals; Page 107) which provides for the installation of
a traffic signal and all related road""ay, sidewalk and other
necessary items~ at tLe intersection of Bryant Street and
Embarcadero Road. Approved funding in the amount of $174,000 is
available with $75/ CoOO corning from an approved 1990-91
Transportation Development Act (TDA) grant, and $99~OOO from the
City's Electric Fund,

The santa Cla~~ ccunty Board of Super/iscrs has already approved
the $69,000 grant. While the Metropolitan Tr~nsportation
Commission is scheduled to formally approve TDA grants on July 23,
1992, action on the projects for Santa Clara County ~ill be delayed
until septe-mber, cue to the fact th~t. net all necessary documents
for some county sponsored TDA projects were £ubrnitted by the
necessary d.eadline. MTC te-chnical 5taff has discussed our
situation 'With their legal staff, and ther haVe agreed to insert
language into the MTC approval of our grant that, in e[f~ct, ~ill
allow Palo Alto to claim funds for .... ork performed after .July 1,
1992 and prior to the: actual grant approval date in september.

MOPIFICATIONS TO ON-STREET PARKInG
A part of t1-~,g council approved plan for the Extension project
includes changes to on-street parking restrictions at several
locations, in order to add bicycle lanes on Addison and Coleridge,
remove bicycle lanes on churchill, a.,d establish turn restrictions
on Bryant at Embarcadero. The required on-street parking
restrictions are as follows:
• add "Yo Parking at Anytime" ZOnes on both sides of Bryant
street at ~he Embarcadero Road intersection;
• add ITNo Parking 7:00 a.m. to 7:00 p.m." zones on the
south side of Addison and Coleridge Avenues, between
waverley and Bryant Streets; and
• remove an existing IINc parking 7:00 a.m. to 7:00 p.m.
zone on the south side of Churchill Avenue, between
waverley a~d Bryant Streets;
The attached resolution (Attachment J), amends on-street parki~q
restrictions to appropriately reflect the above-noted changes. The

As part of the approved p13r. for the. Bryant Street Bicycle
SOulevard Extension "Project, CO\J.nc~l iTlcluded a provision for
installinq a street closure (parrier) on Bry~nt Street on a test
basis, at an appropriate loc~tion to b~ idgntified by staff.
Pre-:.riol.:$ information} developed during t_he course of the s~udy
leading up to this project, eil identified five possible locations
(Attachment 6) for a street closure on Br.l'"ant Street, and (ii,
concluded that locations A (between Channing and Addison) or D
(between Addison and Lincoln) were the roost suitable, if a Et~eet
closure was to be incl~ded.
On April B, 1992, staff held a public meeting for the purpose of
sharing information, genet"atinq discussion and assessin-;
preferences regarding alternative locations for a street closure.
Included as Attachment 7 is a handout used to st.are information and
generate discussion regarding the characteristics and trade-offs
for locations A and O. Meeting notices were sent to all resid~nts
of the Profess orville neighborbood within a one block distance of
the bicycle boulevard extension. Approximately 12 people attended
the public meeting, and by the end of the meeting there appeared to
be a dominate preference for location A .. among thCS2 is atte:nd'HlCe..
Location A is also the st"'.ft preference for the street closur-e.
Therefore., a temporary street closure, for a six-month tri3.1
pe~iod, will be installed at loc~tion A, near the south boundary of
the par-cel where the parking lot for the urgent Care Center is
located (Attachment 8).

As part of the approved plan, Council directed staff to !!'.ake an
evaluation of the temporary street closure atter a six-month trial
pe.riod, and report to Council for further consideration and action.
In addition. staff ~Quld normally monitor the effe.cts of a project
such as this, and prepare an overall evaluation of the project six
to twelve months follo~ing implementation.
In order tc monitor and evaluate the overall project~ and consider
whether there is a continued need for a street closure on Bryant,
staff has prepared a data collection and ~onitorin9 pro9ram that
will provide an appropriate information base for analyzing and
evaluating various effects of the extension project, and street
closure. The data collection, field observations. and monitoring

are to include before and after information on v~hicular, bicycle
and pedestrian vol'.l:nes; .speeds; conflict services; and design
aspects, complaints, and violations as tney relate to on-street
parking .

OTHER RELATED ITEMS
Waverley/Adgison proposal -O~ May lS, 1992, the Council referred
a ~Prcfessorville Traffic Mitigation Proposal n (submitted by Bill
McGlashan and Michael Kast) to the P"l icy and Services Committee
:tor analysiS, evaluation and recommendation. The Pl'oposal includes
several traffic and parking-related ~easures proposed along
Waverley Street (Channing to Embarcadero) and Addison Avenue
(Cowper to Bryant). There is no evident confl ict between their
proposal and the approved plan fo~ the bicycle ~oulevard extension
project. Their proposal is scheduled for initial review and
discussion lit the August 4, 1992 meeting of the Policy and Services
Committee.
Parking Restrictions on Addison Street -Throughout the development
of this project, on-going concern has been expressed about parking
prohibiticn (7:00 am to 7:00 pC) on the £outh side of the )00 block
of Addison Avenue {Waverley to Bryant). At the April a public
meeting regarding the street closure location l the concern was
again expressed ~ith a comment that the parking problem is more
5evere at niqht and on weekends than during the day. Staff has
collecteCl adClitional information !'"egarding on-street parking in the
300 block of Addison Avenue preceding 7:00 a.m~ and follOwing
7:00 p.m. on weexoays, Saturday and Sunday, and has concluded that
SUfficient parking space is available on th~ north side of Addison
at various times, and that cars observed parked on the south side
could have been parke~ on the north side, in nearly all instances.
In addition, there a:t'e always excess spaces reasonably avai lable on
Scot.t, Bryant, and Waverley Streets. Sti?ff ....-ill include further
data collection as part vf the ~onitoring and evaluation program
follc~inq implementation of the project.

An environmental assessment {91-EI}!·-2 8) was previously prepared for
this project l and Council approved a Negative Oecla~~tion for this
project at its regular meeting on December 2, 1991.

AMENDING THE CITYWIDE STOP INTERSECTI01i SYSTEM MAP
WHEREAS, pursuant to Resolution No. 4291, adopted Augus.t. 4,
1969, the city Council adopted the Citywide Stop I!'ltersection
System Map, showing all intersections at ~hlch stops are required
within the City of Pal¢ Alto; end
WHEREAS, on December 2, 199.1, the city council approved the
Bryant street Bicycle Boulevard Extension ("Praject~); and
WHEREAS, the Project necessitates an amendment to the
Citywide stop Intersection System Map to remove and relocate
certain stop signs;
NOW, THEREFORE, the Council of the Cit}' of Palo Alto does
hereby RESOLVE as follows:
SECTION 1. The modificatio~s to the existing stop sign
system, as shown in Exhibit "1-, attached hereto and incorporated
herein by reference, are hereby adopted as an amendment to the city
of Palo Alto Stop Inte~section System Map.
SECTION 2. The City council approved a Negative
Declaration in its approval of the Project on December 2, 1991,
finding that the Project would have no significant impact on the
environment. Therefore, no additional environmental assessment is
necessary~

WHEREAS, the council of the ci~y of Palo Alto
Bryant St['"eet Bicycle Boulevard Extension Project,
herein as ·PRCkTECTu, on December 2, 1991: and

WHEREAS, the PROJEC1' inclUded. {ll insta.llation of bicycle
lanes on Addison and Ccleridqe Avenues, (2) removal ot bicycle
lanes on Churchill Av~nue between Waverley ana Bryant Streets. and
(3) improvements at the intersectio~ of Embarcadero Read and Bryant
Street: and
WH~~S, the City of Palo Alto is proposing to construct
the PROJECT; and
~r.reREAS, ~~ere is a need to establish zones where parking
will be restricted (1) on Bryant St.reet to facilitate traffic
turninq in and out of Bryant Street at Embarcadero Roac 1 and (2) en
Addison and Colet"idge Avenues to facilitate bicycle traffic; and
WHEREAS, there is a need to remove parking restrictions
from Churchill Avenue l due to re~oval of bicycles lanes; ar.d
WHE.P.EAS, Palo Alto Municipal Code Section lO~44.01G ena.~les
the City Council of the City of Pa.lo Alto to establish by
resolution such parking restrictions as may be necessary;
NOW, THEREFORE, the City COQncil of the City of Palo Alto
doeD hereby RESOLVE as follows:
SECTION 1. The Council hereby establishes "Na Parking at
Anytime" zones on the east side of Bryant street at Embarcadero
Road, to points approximately 45 feet to the south and 60 feet to
the north, and on the west side to points approximately 65 feet to
the south and 40 feet to the. north., as identified in EKhibit 1,
attached hereto and incorporated by reference.
SEctION 2. The Council hereby establishes -No Parking 7
a.m. to 7 p.m.'" zones on the sDuth sica ot Addison Avenue and
Coleridge Avenue, between Waverley and Bryant Streets, as
identified in Exi1ibit 2, attached hereto and incorporated by
reference.
SECTION 3. The Council heceby removes the ~No Parkin9 7
a .m. to 7 p.m." zone on the south side of Churchill Avenue, bet'Ween
Waverley and Bryant Streets, as identified in EXhibit 3, attachad
hereto and incorporated by reference.

route SYliiitltm, known '15 the "Master Pl~n--tJrban Bicycle Route
system·; arid
WHEREAS, on December 21 1991, the city Council approved
the Bryant street Bicycle Boulevard Extension project ("project-);
and
WHEREAS, the Project as aoopted includes (1) extension of
the Bryant stre~t Bicycle Boulevard from its present terminus at
Churchill Avenue northward to the existing bicycle/pedestrian
bridge across San Francisqulto Creek., and (2) the addition of
bicycle lanes on Addison ami Coleridge Avenues and removal of
bicycle lanes on Churchill Avenue between Waverley and 'Bryant
streets t and as such, constitutes a change from the exist,inq
Bicycle Route System~
NOW, THEREFORE, the Council of the city of Palo Alto does
hereby RESOLVE, as fQllo~s:
SECTION l~ The additior.s and deletions to the existing
Urban Bicycle Route System, comprising the project, as set forth in
Exhibit -1-, attached hereto and incorporat~d herein by reference,
are hereby collectively adopted as an amendment to the City of Palo
Alto's Master Plan--Urban Bicycle Route System~
SEctION 2, The City Council adopted a Negative
