Refuse Rate Increase~lec~ion Rates

This is an i~formational repurt and no Council action is required.
During the Finance committee meeting held on Hay 28, 1992, staff
was directed to survey surrounding co~unities for comparison of
their refuse collection rates to the Palo Altc refuse rates,
effective July 1, 1992 and to also provide the committee with
staff's plan for notifying residents of the rate increases4
Background
The volume-based ra~e structure (CHR:268:92) for residential
collection effective July J., 1992 charges the same rate per can,
regardless of the number of cansl as opposed to the previous
pricinq structure ";i[hich charged less per can as the m.L1nber of cans
increased. The new rate structure was developed in response to
Council's direction during last year's budget hearings to chan~e
the refuse rate structure.

As part of the survey, staff also inquired as to what additional
proqrams might be funded by the refuse rates such as strot:e',
sweeping, household hazardous ~aste events, or curbside compost
programs. The following is a summary of programs that are funded by
refuse rates in those surveyed ccmmunities:

infonn5tion regarding the: rate increases for residential customers,
the phc·ne number for the Palo Alto Sar'.i tation Company (PASCO)
should cur.tomers wish to change the number of cans of their current
service, and the fee for additional cans that ~~y be collected on
an occasional b~sis at $5 per can per pickup by prior arrangement
with PASCO.
