This report requests that the Policy and services Committee
recommend Council approval of the Arastraderc Creek Access Road
Improvements Project and the a~ard of a contract in the amount of
$168 1 000.00 to Raymond J. Bragato, !ncH In addition, staff
recommends that Council authorize the city Manager or his designee
to execute one or more change orders to the contract t~r additional
related, but unforeseen, ~ork. The value of these change orders
shall not excaed $25,200.00. Funds for this proj~ct are available
in the FY 91/92 Capital Improvem~nt Prog~am Budgets of the Water,
Gas, Wastewater and Electric Utilities.
This project vas presentea to council May 11 and referred to the
Policy and Services Committee because of Council concerns regarding
the need for a minor site ana design review of the project and
related environmental easement. The environmental impact
a~sessment (EIA) has been prepared and is attached. The ErA 3nd
project will be revieved by the Architectural Review Board
followinq committee review.

In 1962, the city installed a 14-concrete cylinder pipe (CCP)
water main, a 10 W vitrified clay pipe (VCP) sanitary sewer and 12Kv
overhead power 1 ines through the property )mown today as the
Arastradero Preserve. In 1968, an 8" steel gas main was installed,
prOViding the foothills area vi~~ a complete utility system, partly
in anticipation of futuJ:'e residential build-out. Although the
foothills have remained open space, the foothill utility system
sarves custo~ers in the Palo Alto Hills area, the Hewlett
Subdivision, Los Trancos Foad, Foothills Park and homes on Page
Kill Road, and is an integral part of the total utility
infrastructure.

Initially, the City operations crews 'Were able to access the
system, (e.g. 12Kv poyer pcles, sanitary manholes and valves),
using th~ construction access roe~. OVe~ the year5, City crews
u'sinq loaders would "'plow" their way through the brush to cle;3.r a
pa.th for vehicles 'When maintenance was necessary on tho!! sy5tem~
Fortunately, ths foothill utility systems ~ere well designed and
mcj or maintenance problems in the past have been minimal. NoW' I
however, the foothill utility sYEtem is over 30 years old anQ the
need to safely ~rfQrm major maintenance work has ~ecome a reality.
construction access from Corte Madera Pump Station on the
Arastradero Preserve to Foothills Park was fabricated in the early
1960's wh~n tha utility linEs l reservoirs and pump stations were
initially installed .. The '-_::istruction access was not improved to an
all-weather maintenance I"::lad: at that time, and. it has become very
d.ifficult to use and hazardous for utilit:'7 maintenance access in
certain areas along the util ity al iqnments.
The present aCC~6S is unsafe for vehicle passage and a hindrance to
both normal and emergency operations. The old construction access
road has become so overg-r-own that: City cr-ews are unabl.e to mo ... te
equip.ent safely over it to the utility lines to perform needed
maintenance~ The sanitary sewer has problems with root intrusion
that have caused sewer stoppages. The City crews cannot qet the
maintenance equipment to the manholes to clean these lines
mechanically. Consequently, only minimal line openings with hand
tools have occurred. Durinq the rainy season, the present access
road becomes a q~aqmire and parts of it resemble a stream and lake
instead of 4 maintenance access road.
The wooden poles supporting the overhead. 12,470 volt power line
serving the foothills area are in need of major rehabilitation. A
wood pole inspection, performed by Osmose Wood Preserving, Inc. in
1991, showed that a majority of the wood PQ ... er poles in the
Arastradero PreserVE area require replacement. Replacinq these
poles cannot occur untjl a safe access road is restored.
In addition to' the access problems, another concern is that of
fil"e. Eguipment is driven as :far as possible on the existing
overgrown access. The limited stretch of access road negotiable in
the summer months is covered with dry weeds, vhich could b~ ignited
by a hot spark or equipment ~uftler. The present limited access
only accentuates the possibility of an extended pover -outage or
exten&ive system damage, especially during acute fire hazard
season.
Restoring the original constr~ction access as an all-weather

operations staft to maintain these facilities safely yeer round,

Project pescription
The propoaed maintenance project is approximately cne and one-half
:miles long and will include the following: maintaininq t.he access
at 10 f~et vith 12 feet at turns, compacting a Subbase, installing
6 inches of ~ase course and overlaying th~ base with a chip seal to
control erosion ar.d blend with the rural environment. Road
geometric design, pipes, cul~erts and drop inlets will be used t~
drain and prevent erosion while maintaining, as closely as
possible, the. surre-und.ing environment in its eXisting natural
condition.
!'he project concept has been extensivelY fie-ld reviewed and
approved by Planning Oepa~~ent staff. Upon review of the project
by .staff .. the proposed 40 foot tu_t"narounds tor vehicles in the
orlqinal project design vere eliminated because no mitigation could
be found for their construction. The attached EIA assessment ~ill
<]0 to the Architectural Review Board (ARB) for minor site and
deSign review following considerations by t~e Policy and Services
COlILIDittee. The o:ity Arborist reviewed the-project in the field antl
the Arborist's comments were included in the project design. The
project alignment was changed in oreer to save eJCistinq 'Wild
plants: the width of the original access road was reduced from 14
feet to a minimum of 10 feet in straight alignments and ~2 feet in
the turnst protective structu~es were added to improve drainage at
the bases of 23 trees: and a chip seal coa~ing over base rock was
aOded to control erosion and reduce the visual impact of the
proje<=t.
Prgject Justificatio~
The bid docwnents included a chip sea,l coat as an add alternate.
The purpos~ of this add alternate was to allow the elimination of
the asphalt layer over the road base, if the bids ~ere not within
the project budget or Council decided asphalt was not an
appropriate surface ir. the Arastradero Preserve. The 2" asph~lt
overlay on the base would provide the .best all-weather surface
access with a minimum of maintenance~ The chip seal over the base
course vill provide an all weather surface also, but mere
maintenance activity on the access road would be required than with
the asphalt overlay.

frequently and thQroughly for the purpose ot ensuring that they are

mandates refer to normal, ncn-emerqency, operating circumstances.
In the event of an emergency .. such as a power outage or fire,
electric crews must be able to respond safely in a timely and
~fficient manner to restore service ana/or protect the public from
d.anqer, in addition to limiting the City's liability against
possible claims.
The Federal Depa.rtment of Transportation (oo'1'j pipeline Safety
Requlatiol'1s Part 192, Sections 1512. 70S and 192.706, require the
City to patrol and obser~e surface conditions on and adjacent to
the qas line right-of-~·ay, for indication of leaks and other
factors; affectinq safe.ty and operations of the pipeline.. The
surveys required by the DOT could be conducted more efficiently and
safely when the access is repaired~
An all-weather road, with drains. needs to be restored to service
ability on the Arastradero Preserve from Cort~ Madera Pump Stati¢n
to Foothills Park alonq the existinq utility easement.. It is
imperative that emergency and routine maintenance vehicles have
access to the utilities to preserve the inteqrity of the utility
system. The road should be improved to support the 37200 GVW (gross
vehicle weight) Se .. er Main Cleane.r and. the Electric Division'S
38000 GVW line truck and t~ailer.. These vehicles are 40 feet in
length and need the proposed minimum road improvements for safe
utility maintenance access a The safety of the City employees
expected to perform routine maintenance work and. emergency repairs
should be a high priority when considering whether or not to repair
the e~isting access to an all-weather access~

An environmenta.1. assessment has been prepared and recommends a
~indinq of no significant environmental impact.

from ten qualified bidders on April 14, 1992, as indicated on the
attached. bid summary. The bids ranged from a low of S168.0CO.OO to

4. Plant life :a) T~e project nas been reviewed in the field by tne city
.arborisL No trees are being removed. The arborist's specifications. for
protection of 23 trees that are near the area of c:onsttl.'ction have been
incorporated in the pl ans. The proposed improved road has been reduced to
10 feet from the 14 feet of the origina1 graded road in order to min~mize
impacts DO the natural envircmme"t. A field inspection in june, 1991, of
th~ proposed area of work disclosed one location where a Targe ~umber of
wild roses would have been destroyed. The project alignment was changed to
preserve tnese plants. When the ar~a of work has beer; staked and before
any work commences, a field survey ~ill be made by tne city arbarist end
city naturalist to confirm that the work ·will not resuH in detrimental
fmpacts on trees and other natural features. rf any cGnfl ict is found, th~
proposed road improvements \l/ill boe modified as required to protect natural
features. locations for construction staging and storage of machinery and
equipment will be determined in co~sultction with the city arborist and
city naturalist 1n order to avoid sensitive areas and minimize impact on
the natural environment.

This report req~ests that Council award a contract in the amount of
$168,000.00 to Raymond J. Bragato, Inc~ for Arastradero Creek
Access Road Improvements. In addition, staff recommends that
Council authori~e the City Manager cr his designee to execute one
or more change orders to the contract for additional related, but
unfor~seen work. The v.alue of these change orders shall not exceed
$25,200.00. Funds for this project are available in the FY 9~/92
capital IMprovement Program Budgets of the Water, Gas~ Wastewater
and Electric Utilities.
BackgrQund
construction access from the Corte Madera .PuIcp station on the
Arastrade.ro Preserve to Foothills Park was built in the early
1960'S when the utilities lines, reservoirs and pump stations were
initially installed. The construction access was not improved to an
all-weather road at that time and has functionally disappea~ed as
a utility maintenance access in certain areas along the utility
alignments. Improving the original construction access to an all
weather surface along the alignment o£ the existing utilities will
enable Operations staff to maintain these facilities year round and
especially during inclement weather.
Project pescription
The proposed project is approximately one and one-half miles long
and will include the following: widening the access to between 10
and 12 feet, compacting a subbase, installation of 6 inches of base
course, overlaying the base with 2 inches o! asphalt concrete and
a chip seal to blend lo7ith the rural environment, Road geometric
design, pipes, culv&rts and drop inlets ~ill be used to drain and
prevent erosion while maintaining, as clcsely as pcssible, the
surrounding environment in its existing natural condition.

The above project concept has been ~xtenGively reviewed and
approved by the Planninq De.partment~ The project alignment was
changed, in order to save existing wild plants~ the width of the
oriqinal access road va. reduced from 14 feet to a minimum of 10
.and 12 feet: protective structures 'Were added to improve drainage
at the bases of 23 trees, and a chip seal coatjnq over the asphalt
was added to reduced the visual impact of the project~
Bid Evaluation
The project was sent out tor competitive biQ~ Bids were received
from ten qualified bidders on April 14 J 1992, as indicat -~d on the
attached bid summary. The bids ranged from a low of $15e,OOO~oO to
a high of $302,114.00. The Utilities engineer's estimate ilS
$223,504.00.
The lowest responsible bidder was Ra}~ond J. Bragato, Inc. Statf
finds the low bidder to be qualified to safely perform the work.
Recommendation
staff recommends th5t Council:
1. Authorize the Mayor to execute a contract with Raymond J.
Braq.ato, Inc., in the amount .of $.168,000.00 for the
Ar~stradero creek Access Road Improvements; and
2. Authorize the City Manager or his designee to negotiate
and. exe-:lJte one 0% more change orders ~o the contract
with Raymond J. Braqato, Inc .• the value of which chanqe
orders shall not exceed $25,200.00.
