This report transmits I study of Stanford Research Park-related issues. Tnt
Research Parie SttJdy identifies background info:-'maticn, trends, projections ar.d
potent;al actions that could be undertaken by the City, Stanford University
and/or Park tenants. It;s recommended that the repo~t be refer:-ed on
October 28 to the Policy and Services Committee for their initial discussion
on October 2~. Following the initial Committee review, including hoped for
reactions from Stanford Uni"tlersity and Research Park tena"ts~ staff will
develop a report addressing implementation issues and priorities.
BACKGROIIHD
The Stallford Research Park Study is the result of an effort inithted !:Jy the
C1ty Manager to devote limited staff re~Qurces to the 1~vestigation of topics
related primarily tr; Palo Alto's economy. Kenneth R. Sd1:"eiber. t~e Director
of Planning and Corrmunity Erl'tlironment. ..... as respons'ible for coordinating the
Study and undertaking :S,.ume of UH,' research. Peter Gc\'ea, af1 engineer in tne
Util ities Department, served i! six-month internal internship working un the
St~dy. Substijntial assistance was provided by Emily Harrison, Director of
Finante, libby Dame, Senior Financial Analyst, and other staff members of
numetaus City departments. 1n addition, City staff have had numerous
discussions .ith Dian~ Healey. Zera Murphy and Scott Leonard of Stanford's
lands Management organlzation.
The primir~ objectives of the City Manager's assig,nm~nt included developing an
understanding of what occurs in the Researdl Park and how it impacts the (i ty;
;d~ntifying trends and making projections ~r. areas that appear t<l be
espetially i~PQrtant for the f~ture of the Park and its interaction with the
(it~; and identif~in9 potential actions that may be able to positively impact
the future course of events.

PROPOSED REVIEW PROCESS
For ~any of the Proposed Actions identified in the StUdY9 implementation
efforts rleed to focus on Stanford University and Park tenants (including
leaseholders). eften with the assistance of tn~ City, rathe~ than focusing on
unihtenl Cit,)' act~ons. Staff is also sensitive to the lilc.elinood' ihat
additional information and discussion ~ill modify some of the data and
P~tent1al ~ctions and identify additional actions that should be given se~ious
considel"'itfGn.
Therefore, staff recommends that the Study be referred to the Policy and
Se~ices Committee with the intent thdt Committee me~t;ngs can serve as !
fortJm for discussions among University. Park tenant, and City representatives
along with input from the public. Followin9 the initial Committee meeting,
staff would prepare l proposed implementati{ln guide that wCIJld identify
priorities for both City actions and U~iversity and/or Par~ tenant a~tions
that the City wished to encourage.
]t Is fmportant to emphasize t~at CitJI staff igrees with the reactions of some
Pirk tenar.ts tnat the value of l study of this kind directly relates to what
actions are i~'eaented.

Staff recommends tnat the CitJ Council refer the Stanford Research Park St~dy
to the Policy and SE'rvl<:es (onrn1ttee for their initial review on Octob-er 29,
1991.
