This report responds to the Finance committee's requ~st fo~ more
information ~n what services are provided by the Senior coordinat
ing Council under the human services contract with the City, and
also recommends two options for retaining the Senior Home Repair
program.
Background
At the Finance Committee's Budget Wrap-up meeti~q on June 9, the
Committee requested information from staff regarding the services
beinq provided by the Senior Coordinating council (SeC) under the
hUlllan services cor.tract. The 1991-92 contract provided $305, 000 in
funding.

The 1991-92 contract with the Senior Coordin~tinq council provided
$305,000 i~ funding to four major program areas: Senior Coordinat
ing Council administration, Senior center. the Senior Home Repair
Program, and the Senior Day Health Program. Funds were allocated

!t should be noted that in addition to the $305,000 cont.ract
amount .. the city pays 75 percent of the t.:.tility costs tor the
Senior center, a tetal of $20,044 in fiscal year 1991-92. The
senior Center building is also provided to the sec without charge,
equatiny to another $526,000 in non-cash subsidy.
Description or Pr~~
Funds allocated to the S8-nior Coord:iDatinq COWleil (SCC') were
utilized for:
o Conducting marketing research on senior needs
o Fundraising
o Exploration of establishing an outreach progra~ in SQuth
Palo Alto
c Implementation of the 1991 stratEgic plan
Funds for the Senior Center ·.el:"e allocated to:
o Consultations to caregivers by social ~o~kers
o Caregiver support groups
o Health screenings, health courses, health care lectures
and flu immunizations
o Educational courses, special lectures, events, concerts,
etc .
. 0 Tax preparation, money management, legal advice, etc.
o Volunteer opporLunities ~ithin the Center

Project Mobility administration
Shared housing and other housing information, referrals
and counseling
runds for the Senior Day Health Pr~ram represented subsidy
payments for Palo Alto residents who cannot afford the full $60 per
day fee. The senior B~m. Repair Program provided funding for 120
homes (approximately 500 carpentry, plumbing, electrical, painting,
etc. jobs} for senicrs~·
Optiops
Two programs are proposed to be discontinued by the sec: the
Retired SerJior Volunteer Program (~SVP) and the Senior Home Repair
Program. RSVP is not funded by t.":Ie City and the sec has not
reque&.ted funding for t..~at program. The City provides approximate
ly $15 /000 in General Fund money to the Senior Home Repair Frogram ..
and another $15,000 in the current year ($10,000 proposed for 1992-
9J) in Community Development Block Grant money. According to sec
staff, the program is currently running a $5,800 deficit even with
this level of city support. If it is approved by Council~ the Sec.
could allocate part ot the $9,000 increase in the human services
contract beinq recommended by the Finance Co~ittee {J percent to
all human services contractors). If, however, the see decides to
discontinue the program, staff would like to explore the possibili
ty of find~n9 another contractor to provide this program, and using
the funQinq in the sec h~~an services contract and the Community
Development Block Grant (CDBG) funding currently allocated to the
SOC for tbe program. Staff is confident they could come back with
a recommendation fer alternative providers by ~he time Cou ... -'''lcil
reviews the midyear report on the budget.
