Me~bers of the COUnCil! This report requests Council approval of recreation program contracts -w-hich are revenue prcducing and geT1€:rate a profit to the city. Programs continue to -expand as participation increases. Although statf continues to investigate the market in the Mid­ peninsula area, staff is aware of no other persons or groups with the specialized skills and knowledge to provide these specific services~ the:-efore, no bid process is used. Approval is also requested of the annual Palo Alto Unified School District contract for use of school facilities to conduct recreation programs. BackgrQY-llQ Th~ Recreation Division utilizes a number of contractors who provide a variet:.' of services and programs for the comrr,unity. Fees for these programs are revie'olied and approved by the City Council. Should registrations ior any of these programs fall short of the minimum required enrollment, the activity ~ill be canceled. Any fee collected for canceled activities will be returned to registrants, with no payment to tr.e contractor. Those contracts '",hich require Council apprcval are listed below: 1. Art David -$30,000 -Penins~la sports Association Art David schedules all the umpires and officials for the adult basketball and softball leagUES that play year-round. Team reqistraticn fees cover the costs of the offic.i als and umpires. During the }'ear, 171 teams register to play in City leagues. Annual revenues in this program exceed $60, 000. 2. John Whitlinger -$29,000 -John Whitlinger Tennis John .... 'hitl inger Tenni s provides instructors for tennis classes conducted throughout the year. The estimated annual number of class registrants is 800" Annual revenues .in this program exceed $35,000. 3. Neil Berquist -$27,000 -Gymnastics West Neil Berquist provides instructors for gymnastics and related classes conducted durir.g the year. This agreement includes rental of the Gunn t J. L. Stanford and Jord·3n swim pools for summer programs and gymnasiums at GUnn, J. L~ Stanford, Jordan and P1!Ilo .'lto for ~rcuth and adult sports.
