Backqroln.d In 1975, the Police Department initiated an in-house social worker p~09raill for the purpose of counseling juveniles and their parents who encountered proDlems associated with truancy, lack of parental control, child abuse, neglect. or other pre-clelinquent behavior. During the past four years, the social ... orker has counselee a total of 429 families in crisis a:"ld has assisted in more than 345 suspected child abuse investigations. The counseling ser-vices provided by the contract are essential to the Department's juvenile operation. Program Specitio5 During the course of the contract. the social worker counsels a minimum of 60 youths and families. The social ~orker alsc assists police officers with child abuse and neglect investigations, serves as a resource for patrol officers, and acts as a liaison with the Emergency Treatment Center, Family Service Association, Children's Health Council, ana North County Protective Services. In the a9reement with Santa Clara County, Palo Alto pays approximately 32 percent of the program costs, ~hile the County funds about 68 percent. As a condition of the agreement, the City also provides offic~ spa.:=e/ and telephone and mail .service. The City's share for the 1991-92 agreement totals $28,556. Recruit and identify candidates frc'!l\ its current staff of trained and experienced Emergency Response program child welfare social workers, one of whom will be selected by the police department. 2. Pay a salary in accorilance with the current County salary ordinance., provide all requ.i.ceo workers' compensation insurance and provide other standard benefits of employment to social worker assiglled to work. at the police department and said social worker shall provide the ser....-ices set forth herein. 3. Provide pr~fessional social ~ork supervision to the assigned social worker. 4. Designate a staff pC1:"son to serve as liaison hetween the Department of Social Services and the police department. RESPQNSIBILITIES OF THE SOCIAL WORKER 1. Counsel youths and parents. 2. Act as a liaison with the Emergency Treatment Center concerning W , I 601 cases~ 3. Handle all Emergency Response ~ases of Palo Alto residents re£erred through the police department and/or the child abuse neglect center. 4.. Conduct assessments and develop service plans for children and their parents. 5~ Accompany investigating officers t.:> initial il"!:terviews in child abuse cases whenever possihle. 6. Work 'in a team relationship with investigating officers to provide social services based assessment and intervention in the investigation within the time and other regulatory limits speci£ied in Division 30 132 of the social services requlations. 7. Conduct training sessions fo~ personnel of the police department covering, at a minimum, the following subject~: a. recognizing signs of child ab"..lse and neglect: b. basic principles of brief counsel ing of children and rami-lies; c. community re$ourc~s servicing families and children; d. the Child Abuse Reporting ~w. Such training will be provided upon request of the peliee department as a result of lDutual agreement bet-ween appropriate police department personnel ,and the social worker as information and training needs emerge. 12. Participate in regular meetings with youth services officers, school resource officers, Bexual assault investigator, probation officers, school officials and othels. 13. Allow social worker to participate in weekly conferences ~nd periodic unit me~tings and traini~g as directed by the £:mergency Response Program supervisor at the r-epartment of Social Services, such participation to occur during regular workinq hours on a scheduled basis~ 7.
