Funding has been included in the 1992-93 J?olice Department budget. Background. On January 1, 1986, Senate Sill 190 provided for implE~entation of a Statewide automated fingerprint system that could be accessed by local law enforcement agencies~ This bill appropriated $7,000,000 to the Department of Justice for the purchase of equipment and services to create this State~ide syste~. The bill also provided procedures for local government to receive equipment based upon a sharing of costs ~ith the State. The state paid 70 percent of the cost oE the purchase of the equipment. All other costs for imp1e mentinq local systems are the responsibility of local government. To be eligible to participate in this Statewide prog~a~, and to receive the 70 percent matching grant from the state, each county 'Was required to forro a local policy board. The Santa Clara county C}O..L-ID Local Policy Board 'Was formed in 1988 and is currently composed of: Supervisor Diannp McKenna, tram the Board of super visors; Mr. John Smith, chai~an, Santa Clara County RAN (Re~ote Access Network) Board; Councilmember John Ash~orth, City of Campbell; District Attorney George Kennedy; Sheriff Charles Gillingham; Chief Louis Cobarruviaz, san Jose Police Department, representing the largest police department; Mr. Donald Bro~~, City Manager of th'!! City of Cupertino; Mr. QuasliIl!. Inham, Director, Santa Clara County Oepartl'L'.ent of Correction; Judge Alfonso Hernandez, Santa Clara Municipal Co'...rtj and Chief Chris Durkinl representing the Police chiefs' Association of santa Clara County. A staff committee subsequently developed the Santa Clara county program. In April 1988, the City council adopted a resolution authorizing the Mayor to enter into an agreement that provided for the Police Department's participation in the CAL-ID system. The City of Palo Alto's share for 1992-93 is $JO,871. Funds have been included in the Police Department's 1992-93 budget. NOW, THEREFORE, the council of the City of Palo Alto does hereby RESOLVE as follo~s: SECTION 1. The Mayor is authorized to execute an amendment to said Original Agreement to continue for another year implementation and operation of the Local ID System entitled -Fourth A:mendlner.t to Agreement to Provid,,:-Local LaW" Enforcement Agency Access to the California Identification System.ft SECTION 2. The City Manager is authorized to send to the City of San J'::lse's Findnce Departm-ent the City of Palo Alto's check in the amount of Thirty Thousand Eight Hundred Seventy-One Dollars ($30,871.00) for the Local ID System, which is the city of Palo Alto's financial contribution to the opt:!rating budget for fiscal year 1992-93 for the Local ID System.
