Using the q"o.lestions appearing in staff report C}ffi!" 244: 92 (attached) as a discussion guide, the Policy and servic~s Comreittee determined that the most viable way to addre~s this priority is to focus on current tangible issu€~~ These issues include: I} monitoring the existing program committing Palo Alt~ Police Department r~sources to East Palo Alto; 2) submitting a menu of recreational programs from which the East Palo Alto City Council could select those to be made available in East Palo J!..1 to; 3) fostering information and referral services in East Palo Alto comparable to that .... hich Peninsula Area Information and Referral Service (PAAIRS) provides for Palo Alto" The CO:rJL.llitte.e concluded that the Cit)' cOllld be most effective if it facilitated the disseminaticn of infot"matiDn within a~,d to the Palo Alto community about the organizations/programs currently existing in East Palo Altc or serving East Palo Alto. The City 'Would encourage Palo Alto residents and organizations to form linkages cr offer assistance direc.tly. Through cOT'i'.J";'iuni ty contacts, the Committe~ has begun to assemble a list of Ea5t Pale Alto organizations. The committee di,=,cussed the direct role of the Counc i 1 I,iaison Committee with East Palo Alto. It was decided that the Liaison committee will re'1u1arly re-po::-t to the policy and Services COml!li ttee by :means of Vice Mayor McCown who is a member of both bodies. Within San Mateo County, information and referral services are provided via eight core service centers located t.hroughout the CountY4 st.aff's observation is that the center serving East Palo Al to does not provide the breadth of information typical of PAAIRS4 At the staff level, several city departments have had linkages ~ith their counterpaxts in East Palo Alto. In addition to the Police Depart!r.ent programs, Finance, Public Works~ Information P.esources~ Planning and COmIl1.unity Environment! Fire, Community Services£ the City Clerk and the City Mana.ger have provided various typCEO-c.t assistance, equipment, use of facilities, and training opportunities since East Palo Alto's incorporCi.tion. The Hid-Peninsula ACCeSS Corporation (MPAC). with funding frOLl Cable co-op~ the cities of pal~ Alto, Menlo Park and Atherton and several foundations, provides an expanding communications resource in East Palo Alto offering production training as ~ell as studio and equipment access. Programs produced locally are shown on Channel .s. The Council directed that the priority be referred to the Policy and Services Committee. The Committee initially discussed the priority at its March 17 meeting and retained the subject in committee~ This staff report has been prepared to serve as a guide for continued C~mmittee discussion of the priority.
