This is an informational report. No council action is requested.
Tn;e City of Palo Alto partici.pates .... ith five other nearby cities
(Cupertino, Los -'_ltos, Mountain View, Santa clara, and Sunnyvale)
in NOVA" the North Vall;o!;y Jeb Training Partr,e't'ship Act (JTPA) \olhich
provides emplo~ent and training services to the unemployed,
underettployeti, and those 'Wor'J(ers dislocated through laj"of!s in
local. indu.stries~ NOVA also. provides services for disabled
veterans, older ;..rorke.'!'s, high risk youth, and summer employment
programs for students.
By terms of the NOVA joint povers agreement, the city of Sunnyvale
administers the pt'09ram for the six cities area. The Private
Industry council (PIC) oversees NOVA r setting policy and
encQuraging: participation by local business and industry. PIC
members serve. four year terms anc are selected to represent a
variety of categories of business and industry I education~l and
other community organizations, and to provide a balance among the
cities served. The cur~ent PIC representative from the Palo Alto
community is Mr. J. Dieter Schulz, General Manager of Palo Alto
stanford Holiday Inn.
Since passage of the federal "Worker-Ad:"lustI!l.E:nt Retraining
Notification Act-(WARN) in 1989 r ~hich provides tor notification
to cities by businesses regarding their closure plans, NOVA has
been the Dlajor-player in retraining and placing those affected
~ ... orkers in n.w jobs. This !""Cll.e has expanded their mission to
include workinq with area employers who are downsizing or
expanding, •• "".11 as employees ~ho are either long-term une~ployed
or recently di.loc~ted~
NOVA ha:=. also been invclved in the training and employro.ent of many
veterans froro the Veterans Administration Hospital located in Palo
Alto~
In the current year, NOVA has worked with over 300 employers in the
six cities service area. Project.ions for fiscal year 1992-93
include serving over 4000 individualS 'iotlithin the consortium area,
~ith approximately eight percent from Palo Alto.

The NOVA program is guided by a Job Training Plan} developed by the
PIC, circulated for public review, and approved biannually by the
State. NOVA has achieved or e:xceede<1 all of its planned
performance standards for the past eight fisc.:!l years and has
recei ved incentive qL"ants from the Governor in ainoun-r.s ranging from
$140,000 to $190,000 as a reward for achieving those standards.
As evidenced by the information contained in the attached letter to
the city Manaqer. the service provided by NOVA to th~ North County
cities h.9IS also, once again, received national recognition.

cotlaborativ8 program amongst the North County communities which provides federal and
state job training programs.
I'm delighled 10 advise you that upon nomin8tion by Ihe Gov"rnor 01 the State 01
Calffomia the President 01 the United Stales has designaled the NOVA Program as the
outstand1ng job training program in tile United States. Rscsntly, representatives of NOVA
attended a ceremony 1n Washington. D.C. in wh,cn the United States Department of
labor conferred this trai;Jing award.
As I indicated in our earlier comrtlun:cation, I beliel/e the North County communrHes have
reason to feel good about the exceflent sendee being provided to the unemplo>'ed,
During a time of recession, these kinds of services become even more cruda!.
