Background
The Capital Improvement Program included funding in F¥ 1990-91 to
retain a consul-cant to prepare a storm drainage master plan to
serve as the basis for a phased program of storm drainage
improvements. In addition, funding is included in f"i' 1991-92 to
retain a consultant to 1) design Etorm drainage improvenents for
the EVerett Avenue area, 2) design facilities th~t improve storm
'Water quality. and J) develop drainage/street design guidelines for
~arron Park. In order to expedite the implementation of necessary
il't'iprOvernents, staff consolieate:d tbese tas;ks into a single
consult.ant a~re<;. ... ,ent. In ,July 199D, the Finance -and Public works
COl!Unittee req!..<E'3ted that the reco!1'.mendation for a consultant to
prepare the storm drainage master plan be returned to the Com.'1tittee
for approval.
On July 8, 1991, the Finance C017unittee authorized staff to
negotiate with CH2M Hill California, Irlc. CH2M Hill California,
Inc. .,as selected beca'.Jse of its ;,;ell-defined, comprehensive
project approach, its sensitivity to the enviro.'lmental and public
relations asp<:?:cts of the project, and the depth and quality of
experience on projects of a similar nature (CMR:343:91).

City's storm drainage syste~ in order to co~pare the capacity
of the system to tt.e estimated storm runoff (for both present
conditions and projected future conditions). The ...... ork
includes the identification of all system deficiencies,
recommendations for improvements in priority order, and cost
estirnat<2s.
Everett Avenue Storm Dra irlage Irnpro'.'crnents
The consultant '\tIi11 prepare construction documents (plans,
specifications~ and estimate) for the installation of a storm
drain Gystem serving the EVerett Avenue ~rea (Attachment 21.
The consultant viII assist staff in a neighborhood outr~ach
and environmental assesstnent of the project. Bec~\Jse the.
exact magni tude and dUration of this proj ect is r,ot yet kno'""n,
the scope of required construction administration and
inspf!:ction services can..,ot be defined at 't.his time~ 'l'he
agreement includes a provision fo'i' adding these services to
the scope of 'Work at a 1 ater date. Staff -will return to

construction administration and inspection services.
pilot-scale Stormwater Diversion
The consultant 'ViII prepare cor,struction documents for a
pilot-scale project to divert storm',.rater to the sanitary se ..... er
in an area of the City where stormwater runoff cont~ins large
amounts of urban contamin~nts (oil; grease, etc.) This
project vi!1 help staff determine the effectiveness of
diversion in controlling nonpoint source pollution.
• Barron Park Drainage/Street Design Cuidelines
The consultant. .... ill develop design guidelir.es for drainage and
street improvements in Barron Park. This ;,;ill be accomplished
by researching similar neighbo~hood5. obtaining resident
feedback through survey questionnaires and neighborhood
meetings, and determining minimum technical requirements.
1-.5 part of the 1990-95 CIP Program, staff indicated that.
improvements to t.he storm d~ainage system !':lay require further
environmental asses~ment prl.or t.o irnplet\\entat.ion. A formal
evaluation of t"he environmental impacts of t.he Everett Avenue Storm
Drainage. Ilt\prove-ments and t.he pilot-Scale Storrn .... at..er Diversion is
included in the scope of this agreement. In adjition~ ~n
environment.al assessment ~il1 be made during t.he design st~g~ of
any projects reco~~ended in the ~aster p!an report.

Conflict of Interest Code Regu~rements
staff (with the concurrence of the city ~ttorneYl has determined
that the consultant is required to execute the Statement of
Economic Interests, Fo:m 73C, and otherwise comply with the
financial interest disclosure ~rovisions of the City's Conflict of
Interest Code. The consultant's range of duties ar,d the services
to be provided under the agrs.ement would entaoil the making or
participation in the making of decisions by t~e ccnsultant ~hich

Payment shall be made by CITI' only for services rendered
and within thirty (30) days of submission in triplicate of IDonthly
progress payment requests. Each invoice shall be itemized as to

be contingent upon the City council's annual authorization of funds
for this Agreement. for each CITY fiscal year during the term of
this .Agreement. In the event CITY disputes a portion of the
