Background The Palo Alto city Libra~ participates in th~ South Bay Cooperative Librarj" System, .. hich includes all of the public libraries in Santa clara County, as agreed in a Joint PoW'ers Agreement signed by all of the jurisdictions. This system is funded under the California Library Services Act of 1977. The }.ct stipulates that a Board composed of lay representatives# one from each member jurisdiction, be appointed to advise the system in the execution ot its responsibilities. When appointments are made to the Board# the Act requires that laThe appointing jurisdiction ensure that members of a system advisory boa~d are representative or the public-at-Iarge and of the under served in the system area.­ The Act defines under served as -•. ~any population segment with exceptional service needs not adequately met by traditional library service patterns.-This includes persons who represent needs of the qeographically isolated, economically disadvantaged, functionally illiterate, non-English speaking, shut-in, institutionalized, or handicapped. Box 41 Palo Alto, California, 94302 FRIENDS OF THE PALO ALTO PUBLIC LIBRARY July 22, 1991 Honorable Jack Sutorius, Mayor Palo Alto civic Center 250 Hamilton Avenue Palo Alto, CA 9~301 Dear Mayor Sutorics: On behalf of the Board of the Friends of the Palo Alto Library, I am recommending the reappointment of Gretchen Emmons, 169 Walter Hays Drive, Palo Alto, as Palo Alto's representative to the system Advisory Board of the South Bay Cooperative Library system. The term of office for this lay advisory board is two years, from July, 1991 through June, 1993. Gretchen has been active in the Friends of the Library and as a volunteer [or our libraries for several years, and she has ~~an on the Board of the Friends of the Library for four years. Gretchen has served as Palo Alto's representative to the South Bay Cooperative Library System, June, 1984 through June, 1987~ serving as the Chair during 1986/87 and most recently for a 1989/91 term~ Gretchen~ an active user of several of Palo Alto's libraries, also has broad community contacts~ She has received much recognition for her vclunteer work as Administrator of the Food Closet located at the All Saint's Episcopal Church~ These experiences particularly qualify her to represen~ Palo Alto.
