HourlyEmp~ The salary ranges for 27 Hourly clas.sifications INill be increased by 5 percent beginning with the pay period including July 1, 1991, in order to bring these salary ranges into line INith other compensation plans. The annual cost of this increase is S79,OOO. Management Illd Confidential Personnel The recommended compcns.atinn pian for Management and Confidential positions provides. for control point 1ncre~s to all Classifications of 5 percent effective with tne pay period inc!udlng July 1, 1991. Under the Management C.(lmpcruation Plan. cDntrol point adjustments are !lot c>.utomaticaIIy applied trJ individual employees.. Individual salary setting is authorized by department beads according to plan pro\.'isions based on eIIlployee accomplisnment and performance. In addition to the ,general control point increases, seven classifications are recommended for special adjustments or 2.5 percent or 5 percent based on saJary survey da:a and intemal re1atioru.hLp fadors. All special adjustment5 are li:f>ted in Exhlhit 1 attached. Each successive control point in descending order indicates an in\--:-rease of approximately 2.5 percent (e.g., a change in conlIo! point from.31 to 29 equa1s an approximate increase of 5 percent). The Compensation Plan as adopted herein shall be administered by the City Manager in accordance vith the Merit System Rules and Regul&tions. SECTION 3. Individual compe:ri'satlon' adjustments will be considered by the Council­ appointed officer' based on (1) perfonnance factors including achievement ot predetermined objectives; (2) pay structure adjustments; and (3) City financial ~onditions. B. Basic Plan Elements L structure. The cOmpensation plan includes separate multi-grade structures for both"manaqement and confidential employees. Each grade will have a control point vhich is used for budgetary purposes. All management and confidential positions vill be assigned an appropriate pay grade based on salary survey data and internal relationships.
