This report describe.s the aSSeS51Dent setting procedures and reco1!:J'tIends that council ad.opt the appropriate resolutions. Backgroum;l Parking bonds issued under S~nd Plan "G-{S~ction 13~16.150, Palo Alto Municipal Code) require that a public hearing be held annually (the second Monday in June) on the assessments which must be ~evied to pay principal and interest on the bonds. The purpose of the public hearing is to allow each property o~er the opportunity to question the computation of his/her ,assessreent a.nd the elements which cOII'.prise itl that is, the square footage cf each oc~upied building, the off-street parking require~ents for the usage, and the off-street parxing provided. Assessments are levied on the basis of building square footage, with a credit given for the o~£-street parking provided by the property owner. An addendum is attached, which lists changes made to the assessment rolls since the estimated assessmentE were sent to property owners within the districts on May 15, 1992 (E~~ibit C). The addendum ~odifies assessments due to changes in existing conditions (square footage, vaca.ncy. etc~) brouqht to staff' 5 attention since that time. -1- CMR:27i:92 .---1 1 - It may be !'lecessary to have a second Clddendum ~vailable at the Council meeting 'Which reflects changes brought to staff' s attention over the last four days. Project 15-6J~ Surface Parking Lots on Bryant Street and at the corner of Xiplinq Street and Lytton Avenue, and .a Feasibility Study. 6. University Avenue District, Lot::J Refundivg and 250 llniversili Ayenue Acgui.2..l.tion: Refinancing of bonds on an existing five le.vel par-kinq garage (Lot .J} and acquisition of one leval of public parking {250 University Avenue). Additional details about the G-bond capital Improvement Projects can be found in Exhibit D in the Appendix~ An assessment for the construction of a parking structure on the Keystone lot on Cambridge Avenue ~ill not be levied ~ntil Council approves formation of an asseSSIllent district for this purpose.. Staff has been accumulating infor.mation about the actual cost of maintenance via the new accounting system~ Based on the paat three fiscal years' experience, no maintenance assessment ~ill be levied -3- CMR:277:92 L :~ fo~ FY 1992-9). If maintenance costs exceed per~it revenues in any future year, the shortfall will be recovered by levying an assessment as p~ovided. for in the California Avenue off-street Pbrkinq Ma1ntenance District En .... iroDl!lental Impact Assessme.,nt For the purpose of environmental impact assessment procedures this is not considered a project. fu~ environmental assessment is not required.
