"I-his report rec::oIl'.mends that Council approve the attached Amendment
No.1, in the amount of $23,340, to Agreemer.t No. 50013190 with
Mock/Wallace. Architects to provide additional architectural and
structural design services and construction supervision for t.he
remodelinq of fire stations 2 and 4 dormitory facilities. FUnds
have been appropriated in elP 18916 and 18508.
Sack ground
Tnis project modifies locker, bath and do~ito~y facilities in five
fire stations to provide privacy for male and female firefiq~ters
under CIP 18916. The ~ork was divided into two phases. The first
phase included stations 1, 3 and 5 and has been completed~ The
desiqn cost for Phase One was $21,500. Phase Two includes stations
2 and 4~ Nece$sary structural repairs at station 2~ funded under
C~P 18508, have been combined with this project to avoid duplicate
work:. The design cost for Phase Two is $23,340, for a total
combined agreement cost of $~4,840 for design work for all five
fire statior-s.
NockjWallace Architects was selected in accordance with the City's
selection procedure for professional consultants to provide design
work for the five stations.
The consultant will design bath, locker and dormitory facilities
vithin the existing structures to accommodate both male and female
firefighers, a!ld 'Will provide design :for structural improvements at
Station 2 ~ This work W'ill include comple.t.e drawings and spe.cifica
tions necessary for bid advertisement and field supervision during
the construction phase.
Staff, ~ith the CQncurrenc~ of the City Attorney, has determined
that the consultant is exempt from complying 'IoIith the financial

a total contract amount of $44,840.
2. Authorize the City Man3ger or his design~e to negotiate and
execute amendments for services related t~ or incid~ntal to
the scope of 'Work 'Or services, 'the tctal value of .,hich
amendments shall not exceed $3,500.

Consultant services for Fire Stat-ions 1, 3~ and 5 include t.he
following items in addition to an~~ related work necessary to
develop complete, final construction drawir.gs and specifications
required for the proposed remodeling ~ork.
1} Consultant shall visit the proposed sites and become thorough-
1y familiar ~ith the project sites, utilities, adjacenci~s,
etc~r which will bear upon the design work.
2) Consultant shall at~end design conferences to develop design
criteria ~ith the Fire Departme~t and Facilities Management
Department.
3) Consultant shall provide two (2) sets of preliminary design
drawings to the project Manager for review and approval 'Which
will indicate the configuration and general treatment of the
proposed changes to the facilit¥~ Layout shall be based on
maximwn utilization of existing facilities. Approval must be
obtained before beginning the final desig:1.
4) Consultant shall analyze, and determine adequacy of eXisting
power services, HVAC, and plumbing capability to accommodate
proposed changes~ If ser>{ices are found to be inadequate.
Consultant shall design revised services and distribution to
accommodate affected CI,reas.
5) Consultant shall provide final design drawings and specifica-
tions with associated cost estimates for the proposed project
consistent with all applicable codes and state and local
regulations~

TIME~F COMPLETION
Wi th the exception of the construction suppor-t servi ces required
herein, all "lork for Fire Stations I, 3, and 5 shall be complete
within 60 calendar oays after a notice to proceed has been given by
t.'Ile City and Consultant shall deliver all required documents,
drawings and specificat ions in their final, approved form to the
Project Manager ~ithin that time~ However, preliminary drawings
shall be submitted to the city ,o'ithin t ...... enty-one (21) calendar days
from notice to proceed.

The r..;-.:::'i5;.;.l~ant shall provide complete design services for the
relUodel of dormitory, locker, and restrool:l facilities at Fire
Stations 2 and 4~ This portion of the proj~ct shall provid~
separate facilities for male and female firefighters within
the existing b·.lilding envelope. Each station shall be
designed as a separate package '",i th its mom dra'wro'ings and
specifications. The Consultant's services shall include the
following itams in addition to any related ~ork necessary to
provic!e complete, final construct.i.or. drawings, and specifica
tions required for the proposed remodeling ~ork.
1) The Consultant shall visit, and become thoroughly
familiar with the project sites, utilities, adjacencies,
etc. I which will bear upon the design work.
2) The Consultant shall attend design conferences as neces
sary to develop design criteria with the Fire Department
and Public works 06partment~
3) The Consultant shall provide three (3) sets 0f prelimi
nary design dravings for each station to the Proj ect
Manager for r-eview and approval which -.;i11 indicate the
configuration and general treatment of the proposed
changes to each facility. Layout shall be based on
maximum utilization of existing facilities~ city
approval must be obtained before beginning the final
design.
4) The Consultant shall analyze and determine adequacy of

All work shall be consistent with all applicable codes,
and regulations including, the k~ericans with Disabili-
ties Act. 42USC1201, and its acconpanying regulations.
6) The Consultant shall pro\.'ide cost estimates tor each
station prior to bid ~alk-through~
i) The consultant shall provide assistance to the CitYI if
required by the City, ~ith the presentation of the final
design for approval to the Palo Alto Architectural Review
Board.
S) The consultant shall provide stamped dra'Win,3's, and shall
meet "With the building departtr,ent as require.d to obtain
permits.
9) The Consultant shall attend a 'Walk-through for each
station, and shall be available to anSloler que.stions prior
to the bid date.
10) The Consultant shd.ll provide construction support
services during the construction phase of the proj ect
which shall include bi-weekly site visits. The Consul-
tant shall hold bi-weekly constr~ction meetings with the
Project Manager and the Contractor's supervisor.

11) The Consultant shall revie''''' all shop dra"wings in a timely
manner.
B. STRUCTURAL SERVICES FOR FIRE STATION 2
The addition on the ea.o:;t side of Fire station 2 is experienc-
inq cracking due to settle!:lent. T'tte design work for the
structural repair of Fi~e station 2 shall therefore be
included 'With the architectural design. The dra .... 'ings and
specifications shall include arc-hi tectural and structLlral
design in one packag€ for Station 2. All structural design
.. ork for this proj-ect shall be performed by a California
Licensed str~ctural Engineer.
The St.ructural Engineer shall provide complete design se.rvices
for the corrective structural :modifications at Fire statior. "2
to prevent further settleme~t and repair the damage to the
structure~ The s~r~~tural Engineer's s~rvices shall include
the following items in additio~ to any related work necessary
to. provide compl eta, final construction dra~ings. and
specifications required for the proposed corr~ctive structural
modifications:
1) The Structural Engineer shall perform all work listed in
items 1 t.hrough 51, and item 11 of thE: Architectural Scope
of Wor-k on Fire stations 2 and 4 ~ as tt,e :items rE'!late to
the corr-ective structural modificatiot"'. work for Fire
station 2 ~

2) 'l'he Structural Engineer shall provide cvr.struction
support services during the construction phase of the
project for Fire Station 2 and shall attend the bi--weekly
~eetings on an as needed basis. Ti~e for five {S) site
visits by the Struc~ur~l Engineer shall be included under
this Scope of Work. Additional visits 'w'ill be authorized
with the City's prior consent and shall constitute
additional services unde~ this Agreemant.
3) The StructUral Engineer shall provide all structural
calculations to the city for Fire Station 2.
The City has prepared a soils report for Fire Station 2 which
is available for this prcj eet. Additional geotechnical
services ~e~~ired by the Consultant on the project will be
obtained by the City under a separate contract, at the City's
sele discretion.
C. TIME OF COMPLETION
wi th the exception of the construct ion support serv ices
required herein, all design ~ork under this Scope of Wo~k foe
Fire stations ~ and 4 shall be completed vithin sixty (60)
calendar days of notice to proceed with Fire Stations 2 and 4.
However, preliminary drawings for both stations shall be
submitted to the City for review and approval .ithin thirty
(30) calendar days after notice LO proceed has been given by
the City.

Any change by the Consultant of the Project Leader shall be

change in personnel is approved before the fact by the City.
E. INFORMATION TO BE PROVIDED BY THE CITY
The City shall provide the Consultant with available design
and constr~ction records of the existing buildings 3nd
information relative to location of utilities as available.
Such data should not necessarily be construed as being
completely up to d3.te or consistent with conditions the
consultant may discover in the field.

The Consulta~t's fee shall include all normal costs ass?Clated
~ith a design project including: travel, meeting times, all
dra'Wings and specificat.ions, any 5ubconsultants." and rep:roduc-
tion costs.
The Consultant's tee for design services for each of these
Stations, 1 and 3 shall not exceed $7,000. This fee includes
a maximum fee of $500 each :for the mecn.anical and electrical
subconsultant. and a $~~OOO fee for the Consultant.
Fire sta.tion 5
The Consultant's fee for Station 5 shall not exceed $7 /500.
This fee includes a maximum fee of $500 each for th~ mechani-
cal and electrical subconsultants. and a $6,500 fee for the
Consultant.

The Consultant's fee for Station 2 shall not exceed $14,790.
This. fee includes a Inaxirtl:.lm fee of $500 each for the ncc~.ar-.i-
cal and electrical subccnsultants, a $3,80'0 fee for the
Str~ctural Engineer, and a $9,990 fee for the Ccnsultant.
'The consultant's fee for Station 4 shall not exceed $8,550.
This fee includes a mayirnum fee of $500 each for the mechani-
cal and electrical 5ubconsultants, and a $7,550 fee for the
Consultant.
Any subconsultant's 'Work shall be authorized by the City prior
to any such 'Work being performed.
