BACK.ROUND ~en the Plala Ramona PC Planned Community zone change for 250 Uni~er$ity A~enue was approved by the City in 1989. ~ne element of this PC deve10pment pla~ wa~ to encourige public U$age of the interioy plaza and the a'1~y connecting the plaza with University Avenue, Kamllton Avenue, Ramona Street and B~yant Str~~t, Since that time, a number of eating and drln~ing establishments with access onto t~e P1aza Ramona alley ~ave expressed interest in serving food and 11coh01;c beverages at tab1es on th~s alley adjacent to their bUSinesses. As noted ahove~ temporary leases would be issue1 by the C;tJ's Real Estate Manager to individ~al businesses wishing to operate in this alley. These temporary leases. which would be similar to encroachment permits. wD!.:Id' define the location and the conditions by which each of the individual businesses ""ould serve food and beverages (including alcohol ic beverages] in the Ramona Plaza alley areas. Such conditions would' address but not be limited to City required liability insuranCE, delivery and emergenCJ access~ naise levels. and safe pedestrian access. Each 1ease would cross reference the master plan for provisions common to all businesses intending to operate in tnese public areas. Issuance of these tempora~y leases, ~ich could extend 1ndefinit~'y with a gO-day termination clause, i,lsa "auld reflect coordina!'-lon among the previously mentioned C;ty departmsnts. 4. lastly. businesses serving alcoholic be~erages in the Ramona PlaIa alley areas ~~5t also obtain necessary approvals from the Alco~ol1c Beverage Cont~ol Board. STATUS Of APPROVALS Or. July IS, 1991. the Architectural Re'{ieW' Board approved, with conditions, a preliminary table and seatin9 pTan element of tl)e Ramona Plaza Alley master plan. After several preliminary meetings with t~e developers af Plaza Ramona, City staff more recently met with Ramona Plaza alfey business and property owners and the Plaza Ramona de~elopers, to discuss the process for ~aster p1an preparation, likely master phn conditions. and types of temporary 1ease conditions for businesses intending to operate in the alley. After City Council action on this o~dinance~ Pamona Plaza businesses ~ave indicated that they will s~bmit a master plan for the alley and individual applications for temporary leases. Tb~ negative declaration approve~ for the 250 university Avenue project considered the impact&. that would be associated ""ith the use approved by this uendment. Therefore, no further environmental assessment is necessary. SECTION 1:. This ordinance shall be effective upon the commencement of the tr.irtr-first da:t after the date of its adoption.
