Report in Brief
This report recommends that council approve the attached resolution
requesting free energy audit services otfered to municipalities by
the California Energy Commission (CEC) through its Energy Partner
ship Program. Nc City funding is required ....

CEC's free energy audit services 'Will provide Palo Alto with
opportunities to reduce utilities expenses at salected City-owned
facilities. CEC's technical e>''Pertise -would augment and complement
the conservation measures WhlCh have been implemented by city
staff. The 'Utili ties and Publ ic Works Departments recommend
participation in the program and anticipate minimal impact on
staff. The CEC program is funded by SB 880; thet'efore., there is no
cost to the City for this service. The City Auditor and Finance
Department have indicated that no auditing requirements will result
from participatio~ in the program ....
Recommendation
Staff recommends that Cour..cil approve thl:!: attached resolution
requesting free Energy audit services from the California Energy
commission.

RESOW'fION OF THE COG""NCIL OF THE CITY OF PALO AL't'O
APPROVING AND AUTHORIZING THE FILING OF AN
APPLICATION WITH THE CALIFORNIA ENERGY COMMISSION
FOR PARTICIPATION IN THE ENERGY PARTNE_RSHIP
PROGRAM
WE.REAS, 53 8;:10 has provided funds to the California
Energy commission (CEC) for energy support to local governments
through the Energy partnership Program; and
WHEREAS, the city of Palo Alto qualifies to participate in
the CEC's Energy Partnership Program; and

NOW, THEREFORE, the Council of the City of Palo Alto does
RESOL\~ as tollo~s:
SECTION k The City Council hereby approves and authorizes
the filing of an ap~lication ~ith the California Energy Commission
for participation ~n its Energ-'.l partnership program in order to
receive ener9Y audit services' at no cost to the city of Palo Alto.
SECTION 2. The City Manager or his authorized representa
tive is hereby appointed to coordinate, process, and execute all
contracts, agreements, amendments, and ancillary eocu~ents ~ithin
the sco~e of the attached Energy Partnership Program Application
for Ass~stance.
SECTION 3~ The City Council finds that the action hereby
approved does not constitute a project under the California
Environmental Quality Act.
