This report provides information on the increased cost of makinq
utility service connections for new customers in recent year~ and
recommends council approval of the attached Resolutior. revising
Otility connection fees~

The City provides service connections of ~uitable capacity to its
distribution network in order to meet a customer's needs for water,
qas, wastewater. and/or el~ctric service. These connections are
-made, provided tha.t t"Jte city has inspected and approved all
equipment installed by the customer, (i.e. contractor) and that the
applicant has paid all required connection fees as set forth in the
schedule of connection fees. The connection fees de not affect
~urrent custoltl.ers adversely but., in fact, help them by charging
full costs at the outset to new customers.
The fee schedules are intended to recover the costs that the
Utilities Department incurs in providing facilities to serve nev
customers 4 The present connection fee schedules W-S, G-5, 5-5, and
E-S were revised in 1988 and are based on a cost-o!-service
analysis performed at ~;at time. Considering the City's policy of
recovering costs of facilities to serve new developments, a study
was undertak~n to compare the present connection fees with actual
costs incurred by the City. This cost analysis indicates a need to
revise these fee schedules for all utilities.
Attached as Table one is a summary ot the existing fees, together
with the recommer.ded charges. The recommendations are based on the
present cost analysis using recent work orders for w-ater-~ gas,
~a$tewater, and electric connections. For utilities connections. a
primary increase in cost since 19$8 relates to baCKfill and

percent of the proposed fee lncreases relate to these two
components. Increased pavement repair costs no~ include the cost of
saw-cutting ~hich previously was excluded. In addition the higher
paveme.nt repair costs reflect "c.he trend il"'. re.cE;ont years to rely
less on City field crews ".nd more on contractors to do this work.
with regard to the :rise in equipment costs. the met.hodology to
estimate this cost has been revised. HlstoricallYI the fees based
equipment charges on a flat 35 percentage of direct labor c"Osts.
The neW" method i temi.zes the equipment employed tot" ea.ch type of
ccnnection and assigns a value to that piQce of equiment based on
the 1992 "CU~rent ~onstruction costs" publication by Saylor
Puhlications. Inc. Finally. risinq labor f material, and landfill
dumping costs account for approximately a quartec of the overall
increase.
The sp"'cific :fee increases range from 3 percent to 93 percent~
Despite these fee increases I Palo Alto's connection fees compare
favorably witt. these charged in surrounding areas. with these
proposed fees, connection fee revenue accounts for approximately
0.005 perc~nt of the Utilities budget fer FY 92-93.

WKERi:AS, pursuant. to Chapter 12.20 of t.he. Palo ~l to
Municipal Code, the City Council may, by resolution, adopt rules
and req-.;.lations governing utility services other than communication
services in t-he city and fees and charges therefore; and
WHEREAS, City Council has d~termined to revise its present
rules and requlations and tc adopt new rUles and regc11ations:
NOW, THEREFORE .. the Council of the City of Palo Alto does
RESOLVE as follows:
SECTION 1. Pursuant to S';'::~~VJ! ..i..4:;.~u.Ol0 of the Palo Alto
Municipal Code, Schedules w-s (Water Service) f G-5 (Gas Service),
E-5 {Electric SeL~ice), and 5-5 (Wa6te~ater Service) of the Palo
Alto Utilities Rates and Charges are hereby amended to read as
shown on Sheets W-S-l through W-5-4, G-5-1 through G-5-3, E-5-1
through E-S-7, and 8-5-1 thrQugh S-5-3 attached hereto and incorpo
rclted he.rein.
~ECTION..1.. The council finds that none of th.e provisions
of this resl)lution yill have a si'3'r:i:ffcant environJllental impact.
SECTION 3~ The foregoing changes to said connection fees
shall become effective July 1, 1992.

(e) In commercial or InOOstrial areas where a surface meter inslanation is impractcal,
meters may be placed in underground vaults. Vaults must be provided by the
owner in accordance with the gas l.-uI~'S specmcations. The vau~ ~d sections shall
not exceed 70 pounds. All fids shall be centered above the gas meler to allow
visibility of the meter face for meter reading purposes.

1. UNDERGROUND SYSTEMS
Connection fees for new or replacement services to the undergroor'ld electrical system
consist of ooa or more of the following: Service Connection Fee, OIHrte Distribtftjon
System Fee and/or Off-site Distritxltion System fee, where app~cable.
(A) Service Connection Fee -Underground:
Where the Crty connects any Customer to the underground electrical distribution
system, a service connection fee shall be charged. A waiver of this fee is granted
for servlces connected dur'lng an underground cooverslon district.
(1) Residential -Single Family
These fees apply to development in which electric metering will be on a single
family basis.
(a) For a 250 va It maximum, 200 ampere maximum service the fee s<~alJ be

(b) For any connection requiring greater capacity the lee shall be the estmate
of the installation cost or $800.00, whichever is greater.

2. OVERHEAD SYSTEMS
No overhead service for new constrlJC!ion s.'"lall be permitted except with the approval of
the Elect<ical Engineering Manager and only alter a finding that 80 underground service is
not feasible Replacement of existing overhead services with new overhead services wi II
be allowed so long as the new service does not exceed the size of the existing service or
200 Amperes for single·family residential or 400 amperes for all other, whichever is greater.

4. INhen the City replaces a service, the Customer is obligated to accept a shutdown of
service during regular wor'<ing hours. The time of the shutdown shall be agreed upon as
mutually acceptable .
