Report in Brief
This report recommends that Council award a construction contract
to RGW construction Inc. in the amount of $1,382.392 for street
resurfacing and repairs.
Background
As part of the F'i 1991-92 capital Improvement Prcqram, City Council
approved funds fo~ CIP 18670 (Gas Tax Fund) and 18971 (General YUnd
-utility Users Tax) to resurface streets throughout Palo Alto. In
addition, staff has fi~ed an application for a grant un~er Senate
Bill 300, State-Local Transportation partnership Program, which
will reimburse the City up to $131,aOS for expenditures ~ade ~ro~
the General Fund.
Bids were received from eight qualified contractors on April 28~
1992~ as indicated on the attached bid sU1Il.mary (Attachme.nt A).
Staff recommends that the bid of $1~3a2.3941, submitted by RGW
Contstruction Inc., be determine;;} by Council to be the lOOl!est
responsible bid and that the contract be awarded accordingly. This
bid is 9.7 percent belov the Enqineer's estimate of $1,530,158.79.

To ensure L~at the project is ~ell publicized, door hanger ~otices
will be hand delive~ed by the contractor to affected businesses and
residents 7 days in advance Df a street resurfacing. As an
additional reminder, notices will be hand delivered and "no parking
tow-a~ay" 5iqns vill be posted on the street 72 hours before the
start of 'Work. FolloW'ir.t:~ the award of trle contract, business'
affected by the project viII be notified of the proposed work along
their trontages.
Middlefield Road, Fabian Way and Alma Street .ill remain open at
all times during construction, although mctorists will experience
some. delays. construction on Alma Street will be limited to
Sundays. .All affected City departlt.?:nte .. rill be notified; and
outside aqencies, including school districts, Palo Alto sanitation
Company, Santa Clara County Transit, and SamTrans, will be kept
informed.
Several measures 'Wi 11 be taken to ensure that the proj ect is
constructed in a safe manner. £me~-ge:"l-::y phone numbers will be
given to the Communications Division, Fire and pelice Depart~ents,
and contractor flagpersons; and City traffic safety officers will
be used to regulate the flow of traffic. !n a.ddition, the Cit.y
will use sufficient inspectors to constantly monitor construction
activities throughout Palo Alto.
EnvironmentAl Assessment
The project will have. no signiticant environmental effect for
p~rpo6es of the California Environmental Quality Act, as shown in
the ne9ative declaration for the project approved by the city
Council on June lS, 1990 (Neg. Dec:. No. 90-EIA-1J). No further
environmental review is required.
