Kembers of the Council~ Report in Brief Thia repvrt requasts that Council award a contract in the amount of $168,000.00 to Raymond J. Bragato, Inc .. for Arastradero Creek Access Road Improve:ments~ In addition, staff recolilmends tnat Council authorize the City Manager or his designee to execute one or ~ore change orders to the contract for additional related, but unforeseen work. The value of theSE change orders shall not exc~ed $25,200.00. Funds £or this project are available in the FY 91/92 Capital Improvement Program Buaqets of the Water, Gas~ wastewater ana Elect~ic utilities. Background Construction acceES from the Corte Madera Pump Staticn on the Arastradero Preserve to Foothills Park .... as builtin the early 1960 1 $ when the utilities lines, reservoirs and pump stations were initially installed. The construction access was not improved to an all-weather road at that time and has functionally disappeared as a utility maintenance access in certain areas along the utility alignments. Improving the original const~Jcti~n access to an all­ weather surface along the alignment of the existing utilities will enable Operations staff to maintain these facilities year round and especially during inclement weather. Project pescription The proposed project is approximately one and one-half miles long and will include the following: ~idening the access to between 10 and 12 feet, compacting a subbase, inst~llation of 6 inches of base course. overlaying the base with 2 inches o~ asphalt concrete and a chip seal to blend -with the rural environl!'.er.t. Road geometric desiqnJ pipes, culverts and drop inlets will be used to drain and prevent erosion 1Iihile maintaining, as closely as possible, the surrounding environment in its existing natural condition. The project alignment .... as chang-eel, in order to save existing *,ilC: plants; the width of the oriqinal access road was reduced from 14 fe~t to a minimum of 10 and 12 feet; protective structures "'~re added to improve drainage at the bases of 23 trees: and a chip seal coating over the a~phalt was added to reduced the visual impact of the project~ "id £Valuation The projec~ was sent out for competitive bid. Bids .. 'ere received from ten qualified bidder; on April 14, 1992~ as indicated on the attached bid summary. The .bids ranqed from a lo~ of $168,000.00 to a high cf $302,114.00.
