Members of the Council.
Report in Brief'
Among tl1e three priorities which the Council has selected for 1992
is the :Relationship with East Palo Alto .. The council directed that
the priority be referred to 'the Policy and Services committee. The
committee initially discussed the priority at its March ~'7 meeting
and: retained the subject in committee. ~l'his staff report has been
prepared to serve as a guidoe for contir.ued COlfunittee discussion of
the priority.
'the Council, on March 9, 1992, adopt.ed the priority as fellows:
:a.elatlonship with Bast Palo Alto. EXplore existinq avenues for
linkaqe and improvement of the Cityls relatioDship with East Palo
Alto. The coancil dire~ted that the priority be referred to the
Policy and Services Committee to f'..lrthe.r refine the definition of
the priority, propose mechanisms for involveroent of the Palo Alto
community, set forth mileposts by w"tdch progress on the priority
t::an be IfIP'3.S1.lred, and rE',port. back to 'the council.
To develop a response to that council direction, the follow'ing
questions are proposed to guide the committee discussion:
A. What is the council's ulti~ate goal for this priority?
B. The Mayor has designated a Council L-!.aison COlIlIDittee with East
Palo Alto, comprised of the Mayor, Vice Mayor McCown, and
Council Member Andersen. What should be that co-rxmittee's
responsibili ty vis-a-vis this pr iority and how will t,he Folicy
Committ~e interact with the Liaison Committee?
c. In i"*:.6 preliminary discussion, the council identified for
itself the role of catalyst. How shall it proce",=,Ct in this
role?
D. The Folicy and Services Committee previously suggested that
