~is report requests that council award a contract in the 3DOunt
at $83,245.82 to RFI Communications, Inc. for the installation of
the Coax Cable system for the Middlefield Road Underground
District '32. In addition, staff recogmends that Council
authorize the City Manager or his desiqnee to execute one or more
chanqe orders to the contract with RFI Co~unications, Inc. for
~dditi~nal relat~d but unforeseen work. The value of such change
orders sball not exceed $8,000. FUnds for this project are
available in the Electric FUnd CIP.
BAckground
At its meeting on June 4, 1990, the Council adopted ordinance
No. 3963. creating Underground Utility District No. 32 for the
Xiddlefield project area. As indicated in CMR:28a:O, this
project involves constructing an unaerground distribution system
which includes the utilities coaxial communications system. The
&ubstructu~e for the coaxial communications system was installed
by the contractor as part of Phase I of the underqround project.
Work is being contracted out b~cause of the existing heavy
workload for City crews and due to the specialized nature of ~orK
involved in the installation of a coaxial communication cable
system ..
Project Qesqription
This project involves having the contractor prcvide all
engineering, construction, and performance testing of the
coaxial cable .. The project requires complete Broadband
Electronics System Design, complete construction deSign, and
installation of all components and elements as specified.
Approximately 6800 ft. of the coaxial cable and required
amplifiers for the city of Palo Alto -Utilities Local Area
Net~ork will be installed by the contractor and tested for proper
performance.

Bid EvAluation
The project was sent out for competitive bid. One bid was
received on May 21, 1991. No other bids were received due to
specialized nature of the ~ork and the fact that the project
net large enou9h to attract any out-ot-state bidders.

RFI COmDunications, Inc~ $83.245.82
The engineer's estlm~te tor the total project was $87,312.
Staff recommends that Council a.ard this contract to RFI
Communications. RFI installed the original system in 1986 and
has since then performed other similar work for the city.
