Report in Brief
This report recommends that Council ~pprove Amendment NO. J, in the
amount of $98,000, to Consultant Agreement No. C-59292 with Emcon
As~ociates at the Palo Alto Airport~ These funds will be used to
establish a two year intensive ground ~ater monitoring program at
the airport. Funds are available in elP 19001, Airport Tank
Removal and Cleanup.
In 1988 1 the city removed. three underground tanks from the Palo
Alto Airport site. It was discovered through Fire Department
inspections that some wastE:: oil had leaked into the soil and ground
water from these old, abandoned fuel tanks. In J.9S9, Council
approved Agreement No. C-59292 (eMF.: 451:9) ~ith Emcon Associates
for $210,000 to provide technical assistance to identify the full
extent and concentration of 'Waste. oil leakage and provide a
remediation design for the airport site. The agreement also
included preparing closure reports for fcur other tank sites and
designing modifications t-:l an above ground storage tank at the
Municipal SErvices Center. The agreement was later amended t('
ioentify separately the $193,900 cost pertaining to the airport.
This was done to facilitate possible future cost sharing by santa
Clara county. the airport operator. The County leases the site
from the C-ity.
In 1990, the initial monitoring indicated that the co~centra~ion of
waste oil was essentially limited to the airport site~ Wi~'. this

regulatory aqency~ Santa Clara Valley Water District (District) to
discuss alternative remediation action plans. It ~as agreed that
the city could proceed .... ith a risk analysis to detenr.ine the
potential adverse impacts of not actively remediating the ground
water at this site. In October 1991, Council approved Amendment
Nc. 2 to ),.qreement No. C-S9292 (CMR:457:91) for $54~ 745, -whicn
authorized preparation of the risk analysis.
piscussion
The risk analysis rE"port has been completed and recommends against
any remedial action. According to the report, the limits of the
~aste oil leakage into the ground vater appear to be stable. In
addition, based on ~odelinq results, removing the waste oil could
take as long as 232 years to reach nondetectable levels of
"Che.mica1s of Potential Concern" (CPC's) in the aquifer. The
amount of money the City ~ould have to allocate at the beginning of
the project in order tn complete its implementation could be as
-much as $1,300,OOO~ Instead of" remedial action, the report
recommends that the ground -water be tested for .. as·te oil migration
over the next two years and that the case be closed if the
situation remains stable.
The risk analysis has been presented to the Santa Clara Vall~y
Water District and is currentl~~ under review. Action by the
District could range from concurrence with the risk analysis
recommendation to aome form of remediation. The results of the
District review are not expected until late summer.
While the risk analysis .!s under review. the District staff is
requirinq the City to begin "the t'Wo year monitoring program in June
1992. Twelve ~onitorinq wells i 'Which were established during ths
initial investigative \rr{Qrk, .... ill be used. The ground .a.ter level
will be :ne.3.sured every month, and samples will be taken every thr-ee
rlOnths and analyzed for petroleum hydrocarbons {gasoline, diesel,
benzene, toluene, xylenes, and ethylbenzene).
Attached Amendment No. 3 for $98,000 "Will fund the follo'Jinq
Monitoring program:
• Sample and analyze 12 monitorjng wells on a quarterly basis
for two years ($60,000).
• Measure ground 'Water le-/els for t .. o years. Water levels .'ill
be collected during the months when quarterly monitoring is
not scheduled ($6,700).

Quarterly monitoring reports will be submitted for two years to th~
District. while the ri.50k analysis is under review. Per District
revie~, if the coursa of action differs from the two year
