MUNICIPAL PEE SCHEDULE CHANGES 70R 1"2-93
Members of the Council:
This report transmits the p~oposed changes to the Municipal Fee
Schedule for the 1992-93 fiscal }'ear. only the fee areas that hdve
changes are includeQ in the attached schedule (Attachment A). A
fully reviseQ Municipal Fee Schedule ~ill be distributed after the
1992-93 proposed budget and Municipal Fee Schedule are approved.
The council Finance committee directed staff, as a result of work
on the. Appropriate Levels of Service priority, to pursue 100
pe~cent cost recovery wherever posaible in the upcoming budget.
Fee increases and new fees have been proposed by the Fire,
Planning, Police, Public Works, community Services and Information
Resources Departments.
Cost recovery levels for proposed user fees a~e reflected below by
department/division for 1992-93 'With comparisons to the 1991-92
Adjusted Budqet cost recovary levels, and to the Council-approved
cost recovery levels from 1990-9.1/ when the User Fee Study was
implemented..

These cost recovery levels are calculated using full cost, which
includes City administrative overhead expenses. Although the user
fee cost recovery l~vels do not all achieve the 100 ~ercent cost
recovery level goal directed by the Council Finance Committee, the
d.epartlllents feel they are r-eachinq the mal<iml.llU fee levels that each
service ca,n bear.
staff recommends that the Finarlce comll"li ttee approve the proposed
changes to the Municipal Fee Schedule.
