Report in Brief
This report trans-mits the list of 1:191-92 proposed consultant
services over $20 1 000 to the t~o Council standinq committees and,
in accordance with Council policy, requests that each committee
select those projects for 'Wbj ch they desire to participate in
consultant selection review.
Background
The Consultant Selection Procedure which ~as adopted by Council in
November 1981, and amended in April 1991, directs that staff
p~ovide the t~o Council standing committees with a list or approved
pr.ojects tor which consultant services costing over $20,000 will be
required. ~ne consultant services list is referred to both the
Finance Committee and the Policy and services Committee for
selection of those p:-ojects W'hich .fall u:'Jder that particular
committee's purview (CMR:136:91, Janua:y 31, 1991) and for W'hich
they desire to participate in consultant selection review.
As defined in the City's Policy and Procedures 1-10, consultant
services are not meant to include recurring, routine service
related agreements such as testing or maintenance contracts. Items
listed in this report are, therefore. of a one' time only nature.
Environmental assessments paid by developers are also not included

on the list according to direction from the Finance and Public
Works Committee in December 1990.
Both committees are requested to identify these projects that are
of special interest in order tor consultant selection to be
referred to the specific committee. To assist the committees in
this selection process, staff has modified the format to include
staff's sugqestion of which cOlt.!Dittee 1s more appropriate to review
each individual c~nsultin9 contract.
The attachment lists all presently identified consultant agreements
over $20, 000 for F'Y 1991-92. Should there be additional qualifying
agreements developed and brought to staff's attention during the
year, staff will place the item on the consent calendar of a
Council aqenda, recommending referral to one of the standing
committees and providing Council with the option of removing the
iteM from the consent calendar and dlrectinq either: u} referral
to the other standinq committee; b} return to the full Council for
consultant selection; c) an indication of no interest in partici
pating in the consultant selection~
Re.copendation
Staff recommends that the Finance committee and the Policy and
Services Committee review the. attached list and select those
projects which should be retUrned to one of the Committees for
consultant selection approval.
