Report in Brief
This report swm:r.arizes the procedure that was used to select is:
consulting engineering firm to prepare a storm drainage master plan
and design EVerett Avenue storm drain improvements. The report
identifies the. finns inte.rviewed by the selection Advisory
committee and recommends one firm with which staff should negotiate
an agreement.
Background
In FY 1989-90 1 the storm Drainage Enterprise Fund ~as developed and
implemented to independently fund storm drainage related
activities. One of these. activities is the construction of storm
drainage improvements in areas of the City with inadequate dr3inage
systems. The Capital Improvement program included funding in FY
1990-91 to retain a consultant to prepare a storm drainage :Illaster
plan to serve as the basis for a phased program of storm drainage
improvements. In addition, funding was included in FY 1991-92 to
retain a consultant to design storm drainage improvements for the
Everett Avenue neighbcrhood, an area ..... ith longstanding drainage
problems~ In order to expedite the implementation of necessary
improvements, staff has consolidated these two tasks into a s.i.ngle
consultant agreement. In July 1990, the Finance and Public Works
Committee requested that the recommendation for a consultant to
prepare the storm drainage master plan be ret~rned to the committee
for approval.
Staff began the selection process by soliCiting letters of interest
fro~ firms within the area that appeared capable of preparing a
storm drainage master plan and designing storm drainage
improvements4 The firms were identified from the Public Works
Department's consultant files, 'Which contain background information
and qualifications of consultants who have expressed interest in

providing aervices to the city~ Of 16 firms solicited, 14
responded affir~atively with letters of interest.
staff then eliminated three firms which appeared least qualified
and issued formal Request for Proposals to the remaining 11 firms.
Five firms responded W"ith proposals on May 28, 1991. Staff
thoroughly reviewed the proposals and invited all five firms to
participate in an oral interview on June 12. 1991. Tlle five firms
interviewed were:

Based on the quality of the written prop<)sals and the oral
presentations, and using experience and project approach as the
p~imary criteria, the Selection Advisory committee ranked the top
three firms in the follo~ing order:
1~ CH2M Hill California, Inc.
2. Kennedy/Jenks consultants
3. John Carollo Engineers
CH2H Rill California, Inc. ~as rated highest and is recommended for
s~lection for the following reasons:
• The depth and quality of their experience on projects of a
similar nature;
• The overall
particular
management;
quality of their proposed consultant team, with
respect to storm drainage design and data
• Their well-defined approach for integrating the storm drain
inventory data, City base mappinq, and the hydrologic computer
model;
• The ability of their proposed computer model to produce clear,
useful, and easily understandable graphic output;
• Their proposal to coordinate the results of the storm drainage
master plan study with the pipeline condition assessment;
• Their sensjtivity to the environmental and public relations
aspects of the Everett Avenue storm drainage improvement
project;

• Their ext~nsive knowledq£ of local santa Clara Valley Water
District facilities and ongoing improvements as well as the
city's storm drainage system;
• The reasonableness of their preliminary proposed fee for the
level of service to be provided;
• The positive recommendations received from previous clients.
If the Finar.cs Committee approves the recommendation, negotiations
yill begin with CH2M Rill California, Inc. If staff is unable to
reach an agreement with this firm, negotiations ~ill commence with
the second ranked firm of Kennedy/Jenks Consultants.. If an
agreement cannot be reached with that firm, negotiations will then
begin with the third ranked firm of John Carollo Engineers.
Recommendations
staff recommends that the Finance committee direct staff to:
1. Commence negotiations with the firm of CH2M Hill California,
Inc. tor consultant services to prepare a storm drainage
master plan and the des iqn of Everett Avenue storm drain
improvements;
2. C<:lm:mence negotiations with the firm of Kenr.edy/JenJcs
Consultants, if staff fails to reach an agreement with CH2K
Eill California, Inc.;
3. Commence negotiations with the firm of John Carollo Enqineers
if staff fails to reach an aqreement with CH2H Hill
California, Inc. or Ke~edYIJen~s consultants.
