Report in Brief
This report provides an update on the Palo Alto Harbor ImprovEl'fI.ents
Project and recommends that Council approve Amendzllent No~ 2 to
consultant Agreement No. C5598) with Santina and Thompson, Inc. in
the a~ount o£ $119 1 577 fo~ additional design services. ~'ds for
this amendment are available from elF 18;18~
In December 1989, Council approved an agreement with Santina and
Thompson, Inc. for $255,000 to provide design and construction
phase consvltinq services for improvem6nts in the Palo Alto Harbor
area (CHR:<\4S:9J ~ The improvements include a sailinq station., four
acres of marsh restoration and renovation of the Harbor Master's
Cottaqe~ On December 3, 1990 J council approved Amendment No~ 1 to
Aqree!:.ent No. C55983 with santina. a.nd Thompson for $51 J 17 3 to
prepare technical reports on the marsh restoration and
environmental ~sse.ss'men'," Qocun:.ents. on the entire project as
required by the San FrancisGo Bay Conservation and Development
com.mission {SeDC} staff (om: 5S~: O}. On February 1', 1.992, Ccuncil
received a status report descri~in9 anticipated permit conditions
which would be i~posed on the project by &CDC (CKR~153:92).
Discussion CL BCPC Permit
BCDC approved the Harbor-Improvements Project permit at their
February 20, 1992 meeting. The Commis.sion lDade no sUbstantial
changes to the fcur acre marsh re6toration, landscaping, picnic
areas, pathway and sailing st,ation plans. Ho· .... evar, BeDC strongly
encouraged restoring an additional 7.2 acres of marsh on Harbor
Point by allowing the City five years to obtain the necessary
fundinq (estimated to be Sl,OOO,OOO) and one additional year to
complete the construction. If flJ.!"".ding is not available in that

time, the City is required to install the public access
improvezents indicated in the ~riginal palo Alto Master Plan for
the: ".2 acres. The cost of tho publ i.e llcceS9 imprCV611l.ents is
approximately $100~OOO and would need to be budgeted in a future
capital iBproveBent proqraB.
OVer the next two years, sta.ff ... ill pursue the possibility of
o~taining grant funds for the additional marsh restoration. If in
that time funds cannot be obt~inedf a Harbor Point Public Accass
Improvement CIP will be submitted [or Council cOl"'.s.ideration in -t.he
FY 1994-99 CIP budg~t.
PJscys§ion of Amendment
As • result of changes and discoveries made durinq the preliminarl
design stage, st3ft recommends that Council approve the attached
amendment to the agreement which increases che additional service3
from $51,173 to $119,577 for the follo~in9:
• Architecture and &~ructural design changes resultin9 from the
discovery of extensive termite da~age in the Ha~bor Master's
Cottage.
• Revisions in the final plans for the pathways, picnic areas
and landscapinq resulting from BCOC permit requirements.
• Prepa.ration of detailed construction plane and a cost estimate
for the additiona1 7.2 acres of marsh restoration, allowing
staff to ~market· the improvements more effec~ively to
possible fundinq aqencies.

modified as a result of changes ~y CITY and the State regulatory

WHEREAS, CITY nQ'W desires that CONSULTAN'l' perform the
additional design and prof~ssional services referred to above and

which is attached to this Amendment as Exhibit "A-and incorporated

is designated as PROJECT DIRECTOR for CONSULTANT. Mark

to-day ....-ork on the Project. Should circumstances or
conditions subsequent to the executio~ of this Agree~ent

11. WETLANDS RESTORATION
In the 1981Yacht Harbor Restoration Conceptual Study an<! Plan, recommendations were
made to restore wetlands on Yachl Harbor Polm. Prior 10 final design and co~.sIn.'C!lon,
the Col'ISu~&nl shall prepare s detailed conc9ptual 9nhar.cemer.1 plan for the phased
de,e!opment of t 1.2 acres afwetlands on Yacht Harbor Point. The plan shail include 4.0
SCf8$ o! wetlands In the first phase, and sn aootional 7.2 acres In lhe second phase.
