June 20, 1991 THE HONORABLE CITY COUNCIL Palo Alto, Ca1i£ornia Approval of Amended Agreement with Roto Rooter and Rescue RQQter Members of the Council: This report recommends that Council approve the attached amended agreements with Roto Rooter and Rescue: Rooter to renew contracts for sewer maintenance services, on a regular basis, and authorize the Hayor to -execute such aqree!:Jents4 Fur.ds for this specific purpose have been included in the Utilities budget for FY 1991-92~ Background In order to effectively manage priorities and the workload of the utilities Field Service unit, a new program for contracting sewer ~intenance was initiated on an experimental basis during the last half cf FY 1989-90~ After going out to bid, the City executed agreements (attached) on March 6,. 1990 'With Roto Rooter Sewer Service and Rescue Rooter, Inc~ to provide clearing se~er laterals of any blockages. Such contracting services were performed on a part-time basis" responding to approximately 60 percent of the calls, while the utilities customer Service Field unit continued to respond to the remaining sewer backups. During this period staff evaluated the effectiveness of the program and its impact on the wor~oad and priorities of the field unit as well as the custo~er~ Because of the benefit to the customer and the utilities, the program was established on a regular basis for FY 1950-91. As anticipated, the contracting program allo\o;led the customer Service Field Unit to more effectively ~eet its priorities related to gas safety, water meter dial maintenance, and assisting in meter reading. and has allowed staff to proceed with time-consuming meter investigations. In addition, the program has shown to directly benefit the customer in those cases where the sewer backup exists on the customer's premises. In such cases, the customer may conveniently request the contractor at that time to clear the problem, since the contractor is already there. Finally, contractor performance has been very good. Therefore, staff propose~ to continue this program on an ongoing basis for FY 1991- 92. The Field Services Proqram l under utilities Administrative services, provides $125,000 in contract services foe this purpose. ---····L .."ff -.~,~ .~ - Approval ot the amendments to the aqreement ~ith Roto Rooter and Rescue Rooter will not chanqe the current total compensation level of $62,500 ror each contractor, and the rate charged will remain unchanged trom the original agl"eement.
