The Health Resource Coordinator, approved by Council in April 1981
as part of the stress management program, has been successful in
workinq with police personnel to identify and minimize the
organizatiol".al 60urces of stress. Since the program was
implemented, only five. officers have filed stress-related
disability claims; ten claims were filed i~ the two years preceding
the program. Sufficient funding for the proq~am, not to exceed
$36,750, is inc~uded in the 1991-92 Police Depart~ent budget.

Ellen :Kirschman, the. current Health Resource Coordinator, '\Ii'as
selected in June 1983, after competing in an extensive assessment
process. Her bacKground ir.eludes 21 years of experience as a
psychotherapist vith an emphasis on law enforcement officers and
their fa~ilies. She is a licensed psychologist and is nationally
recognized as an expert on organizational behavior. Dr.
~irschman's continuation in tbe progra~ is reccmmended based upon
ber eight years of satisfactory performance with the Police
Department.
The Health. Re.scurce Coordinator assists in conflict resoluti")n
between individuals and groups, identifie6 sources of
organizational stress and consults with wor~ units and individual
managers to resolve issues. Dr. Kirschman also educates police
personnel in stress re~u~tion/health enhancement te~hniques.

Additionally, she designs ~nd tacilitates department team-buildinq
and p~oblem-solvinq meetings, and zainta1ns a library of health
related materials for use by all employees.
Recommendation
Staff recommends that the CQuncil authorize the Mayor to execute an
amendment to the agreement with Dr~ F.irschman to provide
professional services as Health Resol.1rce. CcordinatoI'. Fu!1ds, not
to exceed $36,750 for this contract, are includ~d in the Police
Department's 1991-92 budget.

between City and CONTRACTOR on June 30, 1985, for the provision of
the Palo Alto Police Department's stress management program; and
WHE"REAS, the pa,rties lnay agree to amend said Agreement
from time to time;
NOW, THEREFORE, in consideration of their mutual
covenants, the parties hereto agree as follows:

4423 are hereby amended to read as follows as of July 1, 1991;
