This repo~t requests that Council approvE the Police Department's continued participation in the CAL-IO auto:ttlated fingerprint sys:tem. FUnding has been included in the 1991-9~ Police Department budget. Background. On January 1, 1986, Senate Bill 190 provided for implementation of a statewide automated fingerprint system that could be accessed by local law enrorcement agencies. This bill appropriateQ $7,000,000 to the Department of Justice for the purchase of equipment and ser vices to create. this statewide srstem. The bill also provided pro ced.ures for local government to receive equipment !:lased upon a sharing of costs with the State~ The State paid 70 percent of the cost (.·f the purchase of the equipment. All other costs for-imple menting local systems are the responsibility of local government. I I I - Page TWo In April 1988, the City Council adopted a resolution authorizing the Kayor to enter into an aqrep.ment that provided for the Police Department's participation in the CAL-re system. The San Jose Police Oepartment's automa.ted fingerprint system serves as the link 'With the Department of Justice's Statewide system. Since th-e systea has been operational,. nL.llllerous iden tifications of 3uspectB have been ma~e. The city of Palo Alto's share for 1991-92 is $27,832. Funds have been included in the polic-e Department's 1991-92 budget. The city Manager is authorized to send to the City of San Jose's Finance Department the City of Palo Alto's check in the amount of Twenty-Seven Thnusand Eight Hundred Thirty TWo Dollars ($27,832.00) for the Local ID System, ~hich is the City of Palo Alto's financial contribution to the operating budget for fiscal year 1991-92 tor the Local ID System. SECTION 3. under the California environmental impact The Council finds that this is not a project Environmental Quality Act and, therefore, no assessment is necessary.
