throu~h the Human services Resource Allocation Process which
a4dr ... aed t.he 1.991 council. priority of: "people in Crisis". This
recommendation vas approved by Finance and Public Wo~ks committee
on June 11, 1991 and forwarded to Council as a part of the 1'91-
1,92 budget.
un~er this aqreement PAUSD shall matcb tun~s qranted by the City of
Palo Alto to provide two (2) full-tim~ counselors (~ne at Gunn Hiqh
Sc::hool and one at Palo Alto High SehO<ll) who shall ad4reS3
predictable issues in adolescence on & regular, full-ti~e basis &D~
increase student aocess to personal counseling services as
described: in the attachec2 Seope of services, (Rxhibit nA"). The
1,9.1-1992 proposed agreement will increase personal counselinq
options tor etudents over the 1990-1'91 agreement with PAuse which
provHle4 student referrals to community mental bealtb providers
ulldez the "three free visits" proqram.

OBJECT IYES:
I. Hire, no later than September 3D, 1991, one (Il full·time counselor at
ea.ch high school referenced abo,,·~.
2. Secure office space and lIatch!ng resources to ensure the provision of
direct counsel fng services to no few.er than one hundred [loo) students per
school sIte durin9 the school year 1991·1992,
34 Ensure that the ~~ve referer.ced counse1ors become actively involved in
aanaging a minimum of t~ree {3) huma~ services programs on site
specifically deSigned to increase the visib111ty of available services to
students and ~axfmize individual and group (ounseling services.
4. Coordinate site-based programs which increase personal counseling options
for students by empowering various role groups to assume counseling
respons'bilities with'" the\r own spheres of influence cr speciftc
projects which are counsel ing-t:.ased to serve no fewer than two hundred
(200) students per site during the school year 199)·1992.

~TmY REPOIlTS: Contractor shan provide quart.fly activity reports relating
to this SCope of Services for the periods ending November 15, 1991, February 15,
199~, ~ay IS, 1992, and ~U9ust 15, 1992 within fifteen ~ays ~fter these-~ates.
Each report shall COlier the precedi ng three-month peri od, and other such
infor.ation as the Proje~t Kanager may request. The f1na1 report shall focus on
the preceding three months, but also shall pro\l;d~ infori1ation on contract
services for the entire year .. Each report shall ba prepared in the form agreed
upon by the Project ~anager and the Contractor_
