BAClSGROmrn since fiscal year 1983/&', the Public Library Fund, authorized by state law and supported annually through the Governor's budget, has been di5trib~ted to public libraries in California. Eligibility to receive fundinq requires certification of local revenue appropriated for publL: library service, t,o demonstrate the maintenance or increase of local ~upport compared to the previous fiscal year. A formula based on population and financial support per capita detennines the amount of fundi::1g each jurisdiction receives. The funds may not b£. used for building construction. The library applied for# and has received, funding from the Public Library Fund in the amount of $20,906. Staff proposes the following expenditures: $2,000 for technical services supplies, $12, JS6 for replacement furniture and equipment and $6,.550 for maintenance of the library computer system and cataloging database services. Staff l">.as planned for these expenditures to sup~r-t ongoing operations and has not budgeted for these items. ORDINANCE OF THE COUNCIL OF THE CITY OF PALO ALTO A.'!ENDING THE BUDGET FOR THE FISCAL YEAR 1991-92 TO ;>ROVIDE AN ADDITIONAL APPROPRIATION FOR THE LIBRARY OIVISION IN RECOGNITION OF RECEIPT OF PtiBLIC LIBRARY :nfNDS FROM THE PUBLIC LIBRARY FOUNDATION AND THE STATE LIBRARY WHEREAS, pursuant to the provlslons of Section 12 of Article III of the charter of the city of Palo ~lto, the Council on June 24, 1991 did adopt a budget for fiscal year 1991-92; and WHEREAS, the Public Library F01.lndation distributes funding through the state Libra~ to be used by local jurisdictions for any p~rpose except building construction; and WHEREAS, the City's Library Division of the social and COlDlDunity Services Department applied for and received a grant allocation from the 1991-92 Library Fund to be used for various no~-construction projects; NOW, 'THEREFORE, the council of the City of Palo Alto does ORDAIN as follows: SECTION 1. Grant revenue is increased by the sum of Twenty Thousand Nine Hun~ed Six Dollars {$20,906) in the Library Division for receipt of Public Library funds. S?CTION 2. The sum of Twenty Thousand Nine Hundred Si){ Dollars ($20,905) is hereby 3ppropriated ta the Library Division. in the following accounts: a. contract Services, Six Thousan.d Five Hundred Fifty Dollars ($5,550); b. Supplies and Materials, Two Thousand Dollars ($2, aOO}; c. Equipment & Furniture P\lrchase, 'lVel ve Thousand ·rhree Hundred Fifty si~ Dollars ($12,356) SECTION 34 This transaction viII have no impact on Reserves. SECTION 4. The Council of the City of Palo Alto hereby finds that the enactment of this ordinance is not a project under the California Environmental Quality Act and, therefore, no environmen­ tal impact assessment is necessary. .t ..-J SRCTION 5. As provided in Section 2.C4.Ji5 of th€ Palo Alto Municipal Code~ this ordinance shall become effective upon adoption.
