HomeMy WebLinkAbout0323.091•• , ~i . ! - June 13, 1991 THE HONORABLE CITY CotmCIL Palo Alto, California Regional W2I!ter Ou<!!lity Control Plant B'!.-r~_gxe.en Syst-em -Rejection of Bids M~mbers of the Council: Report in Brief This report recommends that the Council reject all bids received on May 14, 1991 for furnishing and installing a mechanically cleaned ba:r screen system at the city of Palo's Regional Water Quality Control Plant (RWQCP)~ Background The barminutor replacement project is a t~o-year Capi~al Improve­ ment Project that ~ill systematically replace the existing bancinutors~ The first process in the pretreatment facility of the RWQCP is the removal of solids, debris, and rags from the raw sevage system. The purpose of the screening process is to effect proper treatment and to protect the equipment downstream of the pretreatment process. The existinq barminutors, installed in 1969, ~ere de5igned for that purpose. The barminutors are beyond repair and need replacing. On May 14, 1991, two bids -were received: !nfilco Degre:rnont., Inc. for $169,465 and FMC Corporation for' '$201,707 (the engineer's estimate is $175, OOO) • Ho .... ever, both bids contained a number of exceptions and modifications to the specifications and general conditions. For this reason, staff recommends that t~e bids be considered non-responsive and that they be rejected. Staff ~ill revise the bidding documents to promote more responsive bids and rebid as soon as possible.
