Funds are availa,ble in tl-:le 1;90-91 Refuse Fund operating budget for year one of the contract. Funding for years tlo.'O and three is contingent upon council approval of the budgets for each SUbsequent year. Backgrour4 Routine and non-routine hazardous wastes, ~hich are generated at city-operated facilities, must be removed, transported and disposed in accordance ..... i th state and federal regulations. Some of the routinely generated wastes include PCB-contaminated. transformer oil" hydrocarbon-contaminated sDil, asbestos brake parts, PCB­ contaminated light ballas-ts. It.'aste am.'!1oniu:Tl tlydroxide, waste paint (latex: and non-latex), ...... aste asphalt/diesel emulsion, and waste laboratory che.micals. Genera lly. the non-routinely generated 'Wastes are from one-time constructiDn or re-rnedial clean-up activities4 'lhe total amount of hazardous ;.:astes gen~rated from City operations (not including ~aste automobile fluids) during the 1390 calendar year ~a5 approximately 30 tons. Based on this evaluation, united states Pollution Control. Inc~ 'Was determined to be the low~st responsible bidder. Because this contract is based on .... ork to be performed and the volume of reaterials to be: received, it is impossible to predict exact costs. However, staff is confiden~ that the budgeted funds .. ill last the entire year, based on the volur.!e handled to date in F,{ 1990-91. Environmental Assessment The award of the attached contract is ministerial, and therefore exempt from the california Environmental Qu~lity Act, becaus~ the City is required to comply .... ith the state and federal regulations for the proper removal, trar,sportation and disposal of its hazardous waste and no discretion is involved. Recommendations Staff reccmmends that Council: 1. Approve and authorize the Mayor to execute the attached one­ year contract, w·ith optiolos for t",'o a1ditional years, with United States Pollution Control, Inc. in an amount not to exceed $40,000 in the first rear fot" removal, transportation and disposal services for City-generated hazardous ~3ste. 2. Authorize the City Manager or his designee to exercise the options for the second and third Years, in his discretion, and to execute any other docu'!'nents necessary to implement the second and third years of the contract.
