Background The process for prepa~ation of the Single-~amily Resident;!l DeSign Guidelines is o~tlined in the following (hrano1ogy: June 199Jl: At th~ time revised R-l Single-family zonin~ regulations were adopted I the City Counc11 directed that a set of advisory gutdelines be prepared to address single-family design issues that cou1d not b! quantified fn the zoning regulations. Resources Board: Linda Scott City Staff: Nancy Lytle, Zoning Administr~tor City Staff: Jim Gilliland. Manager Planning Projects Due to i conflict of interest, linda Scott was replace~ by Jim McFa1l during tne consultant selection process 3nd rejOined tne committee during re~ie~ of the draft documents. Qctober 1990: A $25,000 consulting contr~ct was awarded to Hoed-Miller, Associates, for preparation of the Guidelines. (Copies of the Scope of War~ a~d Contract Sc~edule are ittached.) Tne consultant reviewed files and back;round information from tne R-l zoning process, and met with staff to establish initial Qutline and content. Written comments .. ere requested on the outline. february 5. 1991: The Preliminary Draft, dated February 4, 1991 "as distrjbuted to the abovt groups and city staff for re~ie~ &nd comment. february 2a. 1991: Comments were rece1ved by the Committee at an evening public meeting. The Cornnittee: mad'e recorm1C!ndations to the consultant on suggested changes in the Preliminary Draft. (february 20, 1991 meeting notes are attached.) March 20. 1991: The Hlstoric Resources Board rev1ewed and commented on t~e Preliminar~ Drift. March 21. 1991: The Architectu~al Review Board reviewed and commented on the Preliminary Draft. Marc~ 27, 1991: The Planning Commission revfe~ed and connented' on the Prel;.,;nary Draft. Mev 6. ]991: The Final Draft, dated May l~ 1991, was distributed to previously·listed gro~ps and to neighborhood organizations for review and coanent. May 22. 1991: The Committee ~eld its final public meeting. The COMmittee, after suggesting gnly minor changes, recommended forwarding the May I, 1991, Final Draft to City Council for fin.' review and adoptl0n. A finil document, in,orpoTat;ng Council changes, will be prepared by the consultant. (The M.y 23, 1991 meeting notes .re attached.) AnalysIs Cons1derJng the "mited scope of the contract and t~e limited funds, t~e COImIittee has been very pleased with the ... ork of the cOil5u1tant~ and ~a.s found the drift doeuments to be well prepared and eQual to the expectations of the scope of work. Recognizing that the document could not cover ,11 potential afeas of concern and the limited funds rema~ning on the contract, the Corrmittee recommended tnat tht document be forwarded in its present form to the City Council for review and adoption. Any changes or moaifications rec~nded by the C~uncil will be incorporated into the final document prior to printing. The consultant and representatives of the Committee will attend the City Council meeting and will be ivallable to answer any Questions.
