Background The Association is the organization of the 30 wholesale customers of the San Francisco Water Department (SrwDl ~ The basic goal of the Association is to represent the wholesale customers in their dealings with SFWD. An important aspect of this goal is the review of SFWO budgets, rates, and other activities to ensure that the terms of the Settlement Agreement bet~een SFWO and the wholesale customers are observed. OVer the year~1 the membership has ~irected the Association to represent their int£r~sts in many other emerging water forums in california, to provide legal analysis of legislation and regulation ~nich impact the interests ot the membership, and other related tasks and services. To provide these services, the Association levies ~embership fees and provides contract staffing. The Association receives direction from the membership throuqh monthly meetings ot the executive beard and suburban representatives and quarterly meetinqs of the entire member$hip. Palo Alto serves as one of the suburban representative&. In March of 1991, the membership voted to incorporate as a nonprofit corporation in the State of California. Now that the Association is an incorporated entity, the City needs to forma.lly authorize continued memboership which ~ill be accomplished by adoption of the attached Resalutio!'l.
