Report in briet!
This report requests that Council award a contract in the amount ot
$119,190 to Vanalt Company, Inc. for the conversion of 1,374 street
lights on wood power poles from incandescent to high pressure
sodium. In addition, staff recommends that council authorize the
City Manager or his designee to execute one or morE change orders
for additional related but unforeseen work~ The value of these
change orders shall not exceed $12,OOO~ Funds for this project are
available in the FY 90/91 Electric Fund CIP~
Background:
On December 6, 1984, Council approveo. a ten year program to
sys~ematically convert all mercury vapor and incandescent street
lights in the City to more efficient hiqh pressure sodium street
lights. To date, the city has converted approximately 40 percent
of the nearly 6000 city lights to high pressure sodium. What
remains to be done ar-€ a number of street lights on \alood po\oier
poles and a number of series street light circuits with direct
bur-ied cable or deteriorated st_reet light conduit~
The street light conversion program has been progressing at a slow
pace since 19S9 due to an increase in street light maintenance from
knockclowns, lamp burnouts, and delays in receiving replacement
parts, a.s well as the work required to install street light
fixtures in the new Underground Districts. In order to keep up
with the current goal of converting all the street lights by the

year 1995, it became necessary to contract fo~ part of the street
light conversion 'Work in July of 1990. This project 'Will continue

This p~oject involves removing and replacing 1,374 eXisting
incandescent and mercury vap<:lr street light luminariee: on .... ood
power poles ""ith the more energy efficient high pressure sodium
luminaries.
The street lights to be converted under this contract are all
located on 'Wood power poles along streets in various locations in
the City~ The material for the project will be purchased by the
Uti.l:i,ties Department and furnishea to the ccntractor for
installation.

The engineer's estimate for this street light conversion project
was $300,000 based on bids received last year tor a project of a
similar nature. Larger quantities in this year's project resulted
in a lower per lamp bid from an experienced contractor.
Recrymmendations
The bidder has done other work for the City and based on Vanalt's
past p.rformance, and excellent references, statf recommends that
