Report in Brief
On Karch 2, 1992, Council approved the use of police resources to
assist the City of East Palo Alto. Specifically, four Palo Alto
police officers will be reassigned to East Palo Alto for a period
ot six months. This ~eport recommends the approval of an ordinance
amen~in9 the budget for fiscal year 1991-92 to provide for
expenditure of $35,000 in overtime costs to cover costs for the
remainder of the year. Additional funds to cover costs for next
fiscal year 'Will be included in the Polioe Department's 1992-93
bUdget.
Backgroupd
Over the last se.ve.ral months, t.l').e city of East Palo Alto has
experienced an incrEase in violent criminal activity. Palo Alto
police officers, along with officers from Menlo Park and San Mateo
County Sheriff's office, have responded on an. "as needed" basis.
During the latter part of February, Council Membe:-s, City .. ;anagers
and police Chiefs from Palo Alto, Menlo Park and East Palo Alto Eet
to discuss the situation~ As a result of that meeting r a three
phase progra~ was developed and presented to each Ci~y Council for
consideratiof'1. and approval. l'he first phase of the program
includes the commitment of police resources from Menlo Park: and
Palo Alto to assist in the current public safety crisis.
The Palo Alto City Council approved the proqra~ at its March 21
1992 lIeeting~ 0'.. of runa.
A Palo Alto contingent, including a sergeant, agent and two
officers, has been selected to ~ork in East Palo Alto for the ne~t
six months~ They will ~ork four days a week baginninq on April 6.
The requestea funas will be used for overtime costs needed. to
maintain minimum staffing levels on these shifts that the officers
normally work~ Additionally I overtime funds 'Will be used for
routine overtime needs (casework at the end of their shifts, court,
etc.) on the part of the officers working in East Palo Alto.

For the ~emainder of FY 1991-92. staff has calculated that these
coats ~ill not exceed $35;000. The Police Depa~tment will include
$65,000 in its 1992-93 budget to GOYer the e~yenses already de-
8cribed and. staffing for vacation re.lief dl.u"ing the SUlD:mer months.
In early OctoPer, staff will provide to Council an accounting of
expenditures a~d an ~valuatton of the program ~

Staff recommends that Council approve the attached budget amendment
ordinance providing for an increase of $35,000 in e~enditurss for

ORDINANCE OF THE COUNCIL OF THE CITY OF PALO ALTO
AMENDING THE BUDGET FOR THE FISCAL YEAR 1991-92 TO PROVIDE
AN ADDITIONAL APPROPRIATION FOR THE FIELD SERVICES PROGRk~ OF THE
POLICE DEPARTMENT
WHERFAS, pursuant to the provisions of Section 12 of Article
III of the Charter ~f the City ot Palo Alto, the Council on June
24, 1991 did adopt a budget for fiscal year 1991-92; and
WHEREAS, the Council on March 2, J.992 app-roved a three-phase
proqram to address the critical situation in East Palo Alto related
to the incidents of violence; and
WHEREAS, the short-range phase of the program includes the use
of Palo Alto Police Departm~nt staff members for a period of 5)X
months to help in alleviating the current problems; and
WHEREAS, i~ order to maintain miniMum stafting levels in the
shifts Yacated by staff working in East Palo .~lto, overtime funds
for four days a veek starting from April 6 to June 30, 1992, is
requested for this fiscal year; and
w"1!EREAS, additional funds 'Co provide staffing from July .l
through September 1992 will be included in the Police Oepartment~'
1992-93 operating budget;
NOW, THEREFORE, the Council of the city of Palo Alto does
ORDAIN as follows:
.§,.ECTION :to The sum of Thirty-five Thousand Dollars ($35,OOC)
is hereby appropriat~d to overtime in the Field Services program of
the Police Department and the Reserve for capital Projects is
correspondingly reduced.
SECTION 2. This transaction will reduce the Reserve from
$5,233,031 to $5,198,031 as of February 2~, 1992.
SECTIO~-l. The council of the city of Palo Alto hereby finds
that the enactment of this ordinance is not a project under the
California EnVirOI;mental Quality Act and, therefoz'e, no environmen
tal impact assessment is necessary.
