This report forwards the annual report required as i condition of approval of
the Stanford University General Use Permit to the Planning Commission for
review and discussion. Tbis report bi9hli9~ts tne major conclusions of the
second annual report. In order to familiarize new Commissioners _ith the
Stanford Use Permit, this report also summarizes what the use penmit 1s and
the purpose it serves, Ind bighllghts th~ major conditions of approval.
The annual report and Planning Commission comments will be forwarded to the
City Council for thetr review. No formal City action is necessary on the
annual report~ Forwarding the report to !he Planning Commission and City
Council is intended to provide for an info~ation exchange with Stanford
representat i ves.
Stanford Universitw General Use Permit
The Stanford University Gen~rll Use Permit is a master use permit issued by
Santa Clara County as a means of defining the type and amount of additional
development which may occur within the unincorporated portion of the Stanford
Camp~s not including the Central Campus area (see Figure 1). This use permit
was originally approved in 1962 and was amended in July of 1989 to make it
consistent with the 1980 Stanford land Use Plan and the Santa Clara (ollnty
General Plan. The amended use permit alloos the University to apply directly
to the County Architectural and Site Approval Committee for a specified amount
of building development subject to a maximum population~ The amended use
permit allows for continuation of all existing uses and;
I. An additional 2,100,300 sQuare feet of new academic, academic
support and housing uses; and/or
l. An increase in tne Adjusted Daytime Population (average daytime
campus population) on the Campus up to 33,905 people or workers;
and
3. Construction of 1.200 additional new parking spaces.

speclf!c developaent procedures establis~ed for each (see figure I). These
procedures require referral of certain projects to Pll0 Alto for review. A
copy of the Stanford General Us. Permit which provides. more d.tailed
description of these areas and procedures (pages 7m through 70) is .ttached
for referenc. (Attac~nt II).
The ~se pe~;t 1150 established conditions necessary to mitigate potentially
significant enY1ronDe~tll impacts. The .ajar mitigatfon measures identiffed
for the use permit include the fol1ow;ng~
i. Transportation· fmpl~ntation of the UniyersitY~5 Tran5portit;o~
O ... nd ~nagement (TOM) Program, with. goal of no "net" new
commute trips over thos. eXisting in July of 19S9, with backup
intersection improvements required should TDH goals fail for two
con5ec~tfve yeaTS.
2. Housing -Continuation of existing housing programs, update of
housing plans, continued provision of housing on campus for
faculty and staff, and pursuit of housing projects off campus.
3. Hazardous Materials -training of personnel and building upgrades
for safe use of hazardous mater;als~ and preparation of Ha~ardous
Materials Management Plans for a11 buildings where sy(h materials
are stored ~
I~ iddition the amended use permit requires Stanford to provide i status
report tCl the Santa Clara Count,)' Planning COmrl'lission when development and/or
population levels reach 7S percent of the levels allowed under the use peneit
(1,425,OOO square feet of development and daytime population of 33,400). This
report is to address t~e deve10pment trends on campus and what Stanford
expects to build ;, the futur •.
General Use Permit Annual Report
An annual report was required is a condition of the amended u~e permit is a
meanS of da<uaentfng building and pop~lation giowth and compliance wit~ the
housing, transportation and hazardous ma~e~ia15 mitigation meas~r~s and other
conditions Qf approval.
The information in Stanford Unlversity General Use Permit Annual Report No.2
(1989-1990) shows that Stanford is in compliance with all of conditions
established in the General Use Permit. ~dditional square footage apprQ~ed i~
1989·1990 was 209,580, for I cumulative us. permit total of 760,486 square
feet. A 26-unit faculty/st.ff housing project and a 200 bed undergraduate
dormitory are under construction, and another lOa bed dormitory is prOjected
fo. 1990-19g1. T~. adjusted d.ytime popul.tion ~.s 30,104, .443 drop from
the 1988-1989 leyels. TOM partiCipation incre.sod by 192 riders from 557 to
759. T~is combined with the drop in adjusted daytime popu1ation demonstrates

Monitoring of mitigation measures established for Ihe potentially
significant environmental impacts associated with the Stanford University
General Use Permit will generally be incolJ'Ol"ated into an Annual Repon.
The report will be prepared by the University and submitted 10 the
Secretary of the Planning Commission by the first Monday in March of
each year. The procedores and content of tbe repon are outlined in the
Conditions ..r Approval for the use permit.
In some cases, monitoring of specifIC Iypes of mitigations will be handled
by either the building inspeclor or the Secretary of the Architectural and
Site Approval Committee. These specific actions will be summarized in tbe
Annual Repor!. The Impact and Mitigation Summary attacbed 10
