§Qky Electric System -component Replacement and Upgrade

This report recommends that the city Council approve and
authorize the Mayor to execute an agreement with ABB Service Co.
in the amount of $76,840~23 .for labor and mater-ials to upgrade
various portions of the $0,000 Volt (60kV) electric system. In
addition, staff recommends that Council authorize the City
Manager or his designee to negotiate and execute one or more
change orders to the agreement to cover additional relat~d but
unforeseen work which may develop during the course of the
project. The value of these change orders shall not exceed
$11,000.00. The Capital Improvement Program for FY 1990-91
includes funds for this project.
Backgrgund
In June 1990, staff made a study of the 60kV subtransmission
System (ref. CMR:578:89J. The study indicated that the Utilities
Department could postpone installation of a $3,000 1 000
underqround 60kV transmission line between Colorado and Park
Boul~vard substations, with the proviso that a series of
maintenance actions and upgrades be made to take full advantage
of available capacity. This project is one such upgrade
necessary to defer the installation of the Third 60KV Onderqround
Circuit, as titled in the FY 1990-91 Capital Improvement Proqram.
Staff has identified several components that need to be replaced
in order to strengthen the 60kV system. This project l when
completed, will improve system reliability.
