Volleyball at Peers Park

Report in Brief
On september 13, 1990, staff notified Council of its intention to
imple~ent a reservation systsm for volleyball play at Peers Park.
This was in response to complaints from the Evergreen Park
Neighborhood Association regarding excessive volleyball play, noise
ancS frequent overuse of the park. The purpose of this report is to
update council on the status of this reservation system~
Piscussion
Peers Park neighbors raised a legitimate concern. As a
neighborhood park.. Peers is not suitable for day-to-day use by
organized groups. The. neiqhbors emphasized that they 'Were not
opposed to volleyball or the players themselves, but to the
frequent monopolizinq of the park. They also indicated a
willingness to work cooperativ~ly toward a solution.
An area that accommodates two volleyball nets was identified in the
park. It is available for drop-in use anytime during regular park
hours. Signs were posted indicating that volleyball play in other
areas of the park is by permit only. Staff worked 'With the
volleyball players to develop a schedule for reserved play at Peers
Park. That schedule includes the first Saturday and Thursday of
each month, plus an agreement to arrange extra weekend days during
the swnmer.

There is no charge for the reserv4tion~ Volleyball players, while
not tot.ally satisLied, seemed to appreciate staff's efforts and
expressed a willinqness to continue to work with staff. Staff also
took representatives from the volleyball players' qroup en a tour
ot other city parks in order to i~entlfy areas that are suitable
for volleyball play~ In correspondence with staff, the Evergreen
Park Association bas expressed satisfaction ~lth the arranqement~
